Description
Specifications I. OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is also a 100% small business set-aside. The document # is BEP-RFQ-11-0358 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53 including amendments effective July 5, 2011. This requirement is being set-aside as a Total Small Businesses set aside under NAICS code 334516. Only qualified Offerors may submit responses. The Government anticipates awarding a Firm Fixed-Price Purchase Order. II. STATEMENT OF NEED: The Bureau of Engraving and Printing (BEP) has a requirement for the purchase of the following item: Description: Energy dispersive x-ray spectrometer (EDS) system: Compatible with its existing scanning electron microscope (SEM) outlined in the specification attached. This includes delivery, installation and subsequent training on this item. Quantity: One (1) This item shall be delivered to the following government address (see Section VI.6.2 below for specific delivery information); The Bureau of Engraving and Printing Attention: To-Be-Determined at award D Street, Between 13th and 14th Streets, S.W. Washington, D. C. 20228-0002 III. INSTRUCTIONS: Interested parties shall provide a quote in accordance with the following instructions. Quotes shall be provided on company letterhead, reference BEP-RFQ-11-0358 and submitted to the attention of Casey Meng, Contract Specialist and include, but not limited to information. 1. Pricing: a. Pricing for the EDS system as described in Section I above in the quantity required; b. Separate pricing for installation and integration of the EDS system as described in the solicitation, if not included in a. above; i. See subsection 2.a.i below. c. Separate pricing for proposed warranty, if not included in a. above; d. Separate pricing for the following training: • Basic on-site training, if not included in a. above • Off-site training for two (2) BEP designated individuals e. Proposed dollar amount for Trade-In, if applicable. f. Proposed payment discount terms. 2. Technical Information: a. Technical literature regarding the EDS system that will be provided that adheres to the requirements specified in this solicitation. i. If any of the delivered capabilities will be provided by including a previous version of the EDS system software, the Offeror shall state that specifically and provide cost and timing for integrating those capabilities into the current system interface. b. Details regarding the proposed warranty to be provided with the EDS system (i.e. length, etc), if applicable; c. Detailed description of regarding the installation and integration of the EDS system; d. Detailed description of the training to be performed; broken down by on-site and off-site; e. Delivery date after receipt of award; 3. Past Performance: Offerors shall submit three (3) relevant past performance references wherein equipment and associated services were provided that was the same as or similar to this requirement. Past performance reference are limited to the past three (3) years 4. Other: In addition, unless available via ORCA (i.e. www.orca.bpn.gov) Offerors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. IV. DUE DATE: Responses are due no later than 2:30 P.M. Eastern Time August 5, 2011 and will be accepted either via fax at 202-874-2200 or by e-mail sent to casey.meng@bep.gov. V. EVALUATION & AWARD: Evaluation shall be in accordance with FAR clause 52.212-2 EVALUATION COMMERCIAL ITEMS. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors used to evaluate offers shall be Technical, Past Performance, and Price. Technical is the most important criteria. VI. PROVISIONS & CLAUSES: The following provisions and clauses are incorporated by reference and apply to this acquisition (includes amendments thru FAC 2005-53, effective July 5, 2011): 52.211-17 Delivery of Excess Quantities; 52.212-1 Instruction to Offers Commercial Items; 52.212-3 Offeror Representatives and Certifications and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items; 52.247-35 F.O.B. Destination within Premises Consignee's.
