Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Photo Research, Inc. of Chatsworth, CA for an PR740 Spectrascan to be used by the Electromagnetics Division at NIST, Gaithersburg, Maryland. The Electromagnetics Division's technical activities are organized into three research groups. The Radio-Frequency Electronics Group provides a broad range of state-of-the-art calibration services for fundamental radio-frequency and microwave quantities, which ensures that the U.S. scientific and industrial base has access to a measurement system that is reliable, accurate, and internationally accepted. In addition, this group extends new measurement tools and theories to higher operating frequencies, wider signal bandwidth, and smaller length scales. These are required for next-generation applications in microelectronics, high-speed communications, computing, and data storage. This group also develops new methods to measure the electromagnetic properties of materials and understand the interactions of electromagnetic waves with advanced materials NIST currently owns and utilizes an existing PR-705 Spectrascan. The PR740 is an upgrade of the existing equipment. The Spectrascan is an integral piece of an established measurement system currently in use by the Electromagnetics Division. Photo Researchs' Spectrascan is the sole instrument providing compatibility with the existing measurement system, along with the physical footprint, and optical alignment. The technology of the Spectrascan is proprietary to Photo Research. Utilizing another manufacturers instrument would require the division to obtain new software, redesign and rewriting of the codes, and the redesign/modification of the existing laboratory, in turn, would hinder the mission of the division. Photo Research is the sole manufacturer and distributor of its equipment. There are no authorized distributors. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 12, 2011 will be considered by the Government.
