- The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The US Army Corps of Engineers, Alaska District, intends to issue a purchase order to Oceanweather Inc. for extension of the existing Wind/Wave Hindcast for western Alaska from 1 January 2010 through 1 January 2012, and to perform verification of surge estimates in Bristol Bay and Kuskokwim Bay using the recent year data. The work of this contract is to develop the wind and ice fields consistent with the prior work to assure verification work using this extended data will be consistent for the prior modeling work using the prior data. Work consists of the following: All wind/pressure field generation used in previous studies will be used to update the existing Western Alaska Wind/Wave Hindcast study. This will include wind field generation, blending of any available point-source and satellite derived wind data; generation of sea-level surface pressure fields at 3hr time steps and for the domain bounded by 50-74N, 155-205E at ¼ degree resolution. Mean monthly ice concentration estimates (longitude, latitude, concentration level) for the period 1 January 2010 through 1 January 2012 placed on the target grid bounded by 50-74N, 155-205E at ¼ degree resolution. Basin winds from the NCEP/NCAR reanalysis will be derived and will span the period from 1 January 2010 through 1 January 2012. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
