Description
THIS IS A PRE-SOLICITATION NOTICE. The Department of Veterans Affairs, VISN 19, on behalf of the VA Medical Center located at 2121 North Avenue, Grand Junction, Colorado will be soliciting bids from experienced verified Service Disabled Veteran Owned Small Business concerns to provide all necessary architectural and engineering (A/E) design, labor, materials, tools, equipment and services for conducting a technical analysis of the options available to the Grand Junction VAMC facility with regards to replacing and upgrading their existing central boiler plant. The study shall at a minimum evaluate the following options and compare and contrast the economic benefits of each option. Options to be considered are: 1.Replace the existing Central Plant with a new Central Steam Plant a.Building a new boiler plant building b.Refurbishing the existing boiler plant facility. 2.Replace the existing Central Plant with Distributed Generation a.Low pressure steam system b.Condensing hot water boilers 3.Replace the existing Central Plant with a facility wide Ground Source Heat Pump System. While performing the technical and economic analysis, at a minimum the following considerations shall be taken into account and specifically addressed: 1.Life cycle cost analysis including the initial Capital cost, ongoing energy costs (with escalation) and ongoing maintenance cost - which includes: staffing requirements, contract maintenance costs, certification costs, EPA certification costs, and misc related costs i.e. steam distribution system, HVAC improvement costs. 2.Patient Safety - each system being studied is to be structured and designed so that there is no increased risk. Where practical possible risks should be diminished for VA patients as compared to the existing system with an emphasis on system reliability and system resiliency. 3.The contractor will utilize archived utility data, site and utility drawings, and extensive on-site investigation, and any other information available from the VA to perform this study. The VISN 19 RMAC is going to issue a Request for Proposal (RFP) in accordance with FAR Part 15. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. NAICS Code 541690, Commercial and Institutional Building Construction, is applicable to this acquisition with a Business Size Standard of $7.0 million. Solicitation documents will be available electronically on or about Friday, August 19, 2011 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. An optional site visit and pre-proposal conference is scheduled for Wednesday August 24, 2011 at 10 am and will be located in Building 6 of the Grand Junction VA Medical Center (GJ VAMC). The GJ VAMC address is 2121 North Avenue Grand Junction, Colorado 81501 Building 6. Prospective bidders are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may impact your costs. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to timothy.nyberg@va.gov. The tentative due date for the RFI's is Wednesday August 24, 2011 at the conclusion of the site visit. "GJ VA-259-11-RP-0300, Boiler Study" should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSBs submitting an offer must be registered and will be verified as SDVOSB's by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. This announcement serves as the advance notice for this project per FAR 36.601-1.
