Description
This is a combined synopsis/solicitation for a portable X-Ray Florescence (XRF) Analyzer for counterfeit parts analysis in accordance with the Statement of Work (SOW) DMEA 11-1G2 dated 2 August 2011. This is a commercial product and this combined synopsis/solicitation is prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The XRF Analyser shall be delivered within 6 weeks after award of contract and within 2 weeks after delivery, the contractor shall install the equipment, provide manuals, in english for all equipment and provide operation, maintenance and callibration training. The Request for Quote (RFQ) reference number is H94003-11-Q-L003. The Government intends to award a best value, lowest price technically acceptable, Firm Fixed Price (FFP) contract. The following factors shall be used to evaluate offers: Technical Criteria: Quotes will be evaluated based on submittal of following salient characteristics; 1) Device shall not have a radioactive source 2) Device shall not require a Nuclear Regulatory Commission license 3)Device shall have at least a 50 KeV X-Ray tube 4) Device shall be portable/handheld 5) Shall be able to analyze wide range of elements from Magnesium (Mg) to Uranium (U) without requiring change in device configuration 6) Shall include 3 mm spot size calibration 7) Device shall have an integrated color Charged-Coupled Devise (CCD) camera to document scans 8) All necessary Windows PC software for analysis shall be included 9) Shall be able to export data to Excel.XLS,.CSV and.TXT formats 10) Shall include portable test stand with cover and safety interlocks 11) Batteries shall last a minimum of 6 hours of use 12) Shall include AC adapter for direct plug-in. Price quotes will be evaluated for realism, completeness, reasonableness, and a total overall price. This requirement is published Full and Open using NAICS code 334516. The place of performance is the Defense Microelectronics Activity (DMEA), located at 4234 54th Street, McClellan, CA. The objective of this requirement is to purchase a portable XRF Analyzer to include installation and training and in accordance with SOW DMEA 11-1G2 dated 2 August 2011. Contract Line Item (CLIN) 0001 is for the purchase of the portable X-Ray Florescence Analyzer, installation and training. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. These clauses apply: 252.203-7000, 252.225-7001, 252.225-7021, 252.232-7003, 252.247-7023, and 252.247-7023 Alt III. The Defense Priorities and Allocations System (DPAS) rating is C9E.
