Description
The National Oceanic & Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of Alaska-Southeast of Juneau, AK to perform physiological studies of hormone changes related to stress on snow crab. Sole Source determination is based on the NOAA's requirement to have physiological studies be conducted to determine the sources of mortality inflicted on crabs discarded in the Alaskan commercial fishery. Based on market research, the University of Alaska-Southeast is the only known contractor that has the experience, equipment, and facilities required to fully meet the requirements of these studies. The contractor must be capable of assaying snow crab (Chionoecetes opilio) hemolymph for hormone changes at the microliter scale after exposure to extreme cold thermal stress and have the ability to interpret and summarize the results. Snow crab is physiologically unique, inhabiting the coldest waters of any commercial crab species in North America, so vendors with crab endocrinology assay capability of other species would not be strictly applicable. Performance Period: Two months after completion of the laboratory portion of the study. This notice of intent is not a request for competitive proposals; however, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
