Description
The Naval Surface Warfare Center Panama City Division, Panama City, Florida intends to solicit Technical Components, Inc. 3901 Industry BLVD STE 6, Lakeland, FL 33811-1387 on a sole source basis for one hundred forty (140) each Floating Bulkheads in accordance with vendor item control drawing. NSWCPCD is the In Service Engineering Agent for the MK 16 Mod 1-NSW Auxilary Bottle System (ABS) Underwater Breathing Apparatus (UBA). This is a closed circuit diving system and is a Supervisor of Diving and Salvage Certification (OOC) certified life support system and as such, only approved components can be used on the system. To gain permission to carry this UBA on a submarine, it has to be reviewed and approved by the OOC. Part of the review package is to have the materials tested at an approved Laboratory for chemical analysis. This component has to be manufactured out of Hydex material to meet OOC carry on requirements. Therefore, the latest revision of this part is the only one acceptable. No parts commercially available or in the Navy supply system meet this specification. Technical Components is the only specified suggested source of supply for this floating bulkhead. The MK 16 Mod 1-NSW (ABS) UBA is in use operationally and these are the replacement parts for that system. These components are needed to retrofit those operational UBA ™s. A technical review would be required from any other vendor and that vendor would need time to review and prepare for production of the floating bulkheads. Any delay in delivery would jeopardize operational deployment and would result in additional engineering costs. Delivery shall be FOB to NSWC PCD, 110 Vernon Avenue, Panama City, Florida 32407. The resultant contract will be a firm fixed price purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Request for Quote will be issued on 17 August 2011. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database. Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. NAICS Code 332710 applies. FSC is 5340. The award will be on or about 31 August 2011 and it will be based on a fair and reasonable price.
