Description
This Sources Sought (SS) Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH). The purpose of this SS is to identify qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB] that are interested in and capable of providing a Core Facilities Management Solution in accordance with the below description of the requirement. The NHLBI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this Sources Sought notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NHLBI is seeking capability statements from all eligible small business concerns [particularly Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB)] under the North American Industry Classification System (NAICS) code 541513 with a size standard of $25.0M. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a Total Small Business Set-Aside. All eligible small business concerns responding to this Sources Sought Announcement must have the capabilities to provide the services described below: Description of Requirement: The National Heart, Lung, and Blood Institute's Division of Intramural Research (DIR) is looking for a comprehensive core facilities management solution to support and enhance the daily operations (scheduling, request tracking, inventory management, and billing) for approximately 15 diverse Core Facilities, and to assist the administration in tracking and reporting on Core Facility usage. The DIR Core Facilities provide scientific resources, cutting-edge technologies, and novel approaches to support the DIR investigators. The DIR seeks capability statements from vendors who have a Software as a Service (SaaS) capable of meeting the needs that derive from the unique mission of the DIR and its Core Facilities. Capability statements will be evaluated against the following criteria: Evaluation Criteria 1. Demonstration of a minimum of 10 years experience with the development, deployment, implementation, and support of a core facilities management SaaS for organizations of a similar size and mission to the NHLBI DIR. 2. Demonstration of a minimum of 4 years experience hosting a core facilities management system for external customers using a SaaS model. 3. A SaaS hosting environment that is Federal Information Security Act of 2002 (FISMA) certified or demonstration of the ability to become certified within one month of award of a contract for such services. 4. Demonstration of a track record of excellent customer service and high customer satisfaction in a fast-paced and dynamic scientific research environment. 5. Demonstrated experience supporting product, services, device, and professional services cores. 6. Demonstration of the ability to fully integrate with an institutional financial system. 7. Capability of supporting external authentication using NIH credentials including two factor authentication using Personal Identity Verification (PIV) cards. (https://federation.nih.gov/itrust/index.html) Interested parties should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments) presented in single-space and using a 12-point font size minimum, that clearly details the ability to provide these services. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All capability statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Renee Dougherty, Contract Specialist, at Dougherr@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), by August 12th at 3 p.m. EST. All responses must be received by the specified due date and time in order to be considered.
