Description
This serves as a Sources Sought Synopsis issued for the Program Performance Analytical (including Earned Value Management and Scheduling analysis) network solution system. The Space and Missile System Center (SMC) (located at Los Angeles Air Force Base) is interested in Program Performance Analytical (including Earned Value Management and Scheduling analysis) network solution system that uses relational database to manage different aerospace contractors' projects/programs, access and transform contractors' data into useful intelligence and effective management and control system. This highly-scalable system shall easily integrates with a wide range of project management tools to provide a common database for analysis and reporting on all individual contracts/programs across SMC and the PEO portfolio. The system shall be easy to configure and manage that has all of the necessary tools and build-in features to review contractors' planning, scheduling, managing, and execution of their projects. In addition, the system is configured to accept XML, MS Project, Excel, and RTF file formats that are submitted by the contractor. The system should be able to read the contractual data then perform data analysis, and then display performance/predictability (such as EVM and schedule metrics) information.
