Attached is the revised Solicitation with the extended date August 5, 2011 3:30. All other requirements remain the same. **************************************************************** THIS SOLICITATION WILL BE EXTENDED THROUGH AUGUST 5, 2011 3:30 Eastern **************************************************************** C.1 BACKGROUND 1.1 The Acquisitions and Bibliographic Access Directorate (ABA) acquires materials for the Library of Congress in all formats - books, periodicals, music maps, prints, recorded sound, films, videos, manuscripts, etc. - in all subjects, except technical agriculture and clinical medicine, from around the world. 1.2 The divisions of ABA handle approximately 2,000,000 incoming items per year. The primary acquisition methods are by purchase, exchange, and gift. 1.3 The Gift Coordinators Office assists all of the Library's collection divisions in the acquisition of solicited gift materials by preparing and finalizing all paperwork associated with each gift and arranging for the transportation of each gift from donor to the Library. In an average year, the Gift Coordinators Office arranges transportation for over 300 individual gifts, ranging in size from an individual photograph to over 2000 boxes of films, and in every case, the Library has paid for the transportation of each gift. 1.4 In an average year, the Gift Coordinators Office arranges transportation for approximately 40 gifts by hiring a commercial shipper. C.2 SCOPE 2.1 The Gift Coordinators Office requires the services of commercial shipper to transport approximately 40 donor gifts per year, ranging greatly in size and distance, safely and efficiently, into the Library's custody. 2.2 In addition to transportation, the fine arts shipper will also be required to provide packing services in addition to transportation when necessary. C.3 GENERAL REQUIREMENTS 3.0 The work requires a special knowledge and understanding of the packing and shipping of library materials in all formats. 3.1 The work requires that the commercial shipping firm be fully bonded and insured, that its trucks are licensed, and that its hires drivers and workers, as well as its affiliates, fully trained and capable to do the job assigned. 3.2 The Gift Coordinator's Office expects that the successful contractor will assign one shipping agent assigned to handle all Library of Congress commercial transportation activities, to act as the liaison between the contractor and the Gift Coordinator's Office, and that the agent accord all due respect and consideration when contacting Library donors in the task of arranging the transportation of gift collections. 3.3 Successful contractor can demonstrate competitive pricing or be approved by the General Services Administration approved list of shipping contractors. 3.4 Respondents should provide proof of being bonded. 3.5 The work requires the transportation of small loads as few as 4 to five boxes as well as loads consisting of multiple skids of boxes. 3.6 The work requires a shipper to be able to arrange transportation originating anywhere in both the United States and throughout the world.
