Description
1. This is a SOURCES SOUGHT NOTICE for market research purposes ONLY to determine the availability of firms to provide expert neutral assistance for DOI managers and employees seeking to engage government and non-government stakeholders and the public in planning, problem-solving, decision-making and conflict resolution processes, primarily with respect to natural resources, environmental, and Native American Issues and programs. There will be no resulting contract action made from this Sources Sought Notice. No solicitation is available at this time; therefore, please do not request a copy of a solicitation. Potential offerors having the skills and capabilities necessary to perform the work as outlined in the project description below are invited to provide feedback. Responses will be used to evaluate standard commercial practices for fulfilling this type of requirement. We encourage all firms capable of providing these services to respond. The anticipated NAICS Code is 541612, with a small business size of $7,000,000.00. 2. PROJECT DESCRIPTION The United States Department of the Interior (DOI), with nine bureaus, is the nation's principal conservation agency, charged with the mission "to protect and provide access to our nation's natural and cultural heritage and honor our trust responsibilities to Indian Tribes and our commitments to island communities." Over 70,000 individuals work for DOI and its bureaus in 1,900 locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States. The Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office promotes, coordinates and facilitates public participation processes, conflict management, dispute resolution, and the greater use of consensus-building processes throughout the bureaus and offices of DOI. To fulfill this mission, the CADR office is seeking to develop a contracting instrument that would enable DOI bureaus and the Office of the Secretary to efficiently procure the services of high quality facilitators, public participation professionals, mediators, conflict and leadership coaches, trainers, strategic planners, conflict management professionals, and other professionals to help DOI manage its public engagement and conflict resolution opportunities primarily with respect to environmental, natural resource, and Native American programs. The contractor would provide expert neutral assistance for DOI managers and employees seeking to engage government and non-government stakeholders and the public in planning, problem-solving, decision-making and conflict resolution processes. The expert professional services include situation assessments, mediation, facilitation, process design, training and leadership coaching, the support of public participation programs, collaborative problem-solving, and consensus-building and dispute resolution processes, with an emphasis on natural resources, environmental and Native American issues and programs. The contractor would understand the importance of working collaboratively with others, and be adept at using technology to help manage conflict and public participation projects. The contractor would also provide communication, technology, and logistical support for particular projects. The contractor would be experienced with small and large scale projects ranging from mediation of an individual landowner complaint before the Interior Board of Appeals or the Board of Indian Appeals to a complex multi-party, multi-jurisdictional negotiation process, a negotiated rulemaking process, or government-to-government consultation process. DOI is seeking contractor(s) that have the resources to provide Conflict Management Professionals (CMPs) in all of the geographic regions in which it operates. The contractor would manage a roster of service providers in the disciplines described above. The CADR office is seeking to information and sources that can provide conflict management services for DOI and its bureaus engaged in conflict with other governmental and non-governmental entities. 3. CAPABILITY STATEMENT (The submission is limited to 10 pages). a. Offerors name, address, point of contact, phone number, DUNS number, and e-mail address. b. Offerors interest in submitting a proposal on the solicitation when it is issued. c. Offerors capability to perform a contract of this magnitude (approximately $1M annually, for 5 years, totaling $5M) and complexity and comparable work performed within the past 3 years, including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project-. Please provide at least 3 examples. d. Offerors office locations and staffing. 4. BUSINESS SIZE a. Identify type of business and business size (small business, HUBZone small business, service-disabled veteran-owned small business, veteran-owned small business, or 8(a) contractor). b. Offerors Joint Venture information, if applicable, existing and potential. This Sources Sought Notice may not result in a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. Short statements regarding the company's ability to demonstrate existing-or-to be developed expertise and experience in relation to the areas specified herein may be submitted. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a pre-requisite to any potential future offerings, but participation will assist the Department of Interior in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only. Respondents will not be notified of the results of the evaluation. All interested contractors should provide their submissions via email by 2:00PM Eastern Standard Time on August 31, 2011.
