Description
The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Virtual Technology Corporation (VTC) for Research and Development Services in Distributed Simulation Technologies, Electronic Warfare Analysis and Computer Modeling and Simulation. The work required is limited to these specific task areas: VTC personnel must continue to support the ET-03 test event, August 2011, and then to use the data generated by the above testbed to validate combat systems' performance. In addition, the data collected on combat systems during this live test must be analyzed in the following months to validate the performance of the RAM missile, and contractor personnel must perform analysis using the Enterprise PRA Testbed to support FOT&E of the LPD-24 ship. VTC has performed all preliminary development work on the comprehensive federation setup, initialization, and integration process for the HLA/RTI Enterprise PRA Testbed. The contract under which this initial work was performed will expire in August. Because the preliminary design and development work was performed by VTC, they are the only company which can carry this work on without significant interruption to the research to support the Enterprise Program. It is estimated it would take a new development team approximately one year to become sufficiently proficient to continue this work. The development of this network is at a critical stage in which no other contractor or Government agency could continue this research uninterrupted. Since the Enterprise PRA Testbed has milestones in October 2011 and January 2012 that must be met or programs that rely on the Testbed for analysis would be critically impacted a delay would cause great harm to the mission. This contract is intended as a bridge between the current expiring contract and a new fully competitive contract which will be awarded within the next 12 months. The new contract will pick up development in new task areas that are not time critical and will not require a long learning curve. The Bridge contract authorized by this J&A is for only those task areas identified above which will phase out with the successful conclusion of the Testbed milestones.
