Description
This is a Nationwide Telecommunications Relay Service for Deaf, Hard of Hearing, and Speech Impaired individuals working for, or interfacing with, Federal Agencies. FedRelay is required by Federal Law 100-542, the Telecommunications Accessability Act of 1988. Services are required 24 hours per day, 7 days per week, in English and Spanish. FISMA security standards must be satisfied, and Federal Communications Commission (FCC) standards must be complied with, including response time and accuracy, and a sophisticated billing system capable of tracking accounts from up to 250 billable entities must be available or in place. Call Detail Records may be requested by customer agencies. The six (6) required services for FedRelay 2012 are TTY/ASCII, Speech to Speech, Captioned Telephone Servce, IP Relay, Relay Conference Captioning, and Video Relay Service. A description of the services follows: - TTY/ASCII A deaf or hard-of-hearing person uses a TTY instrument or PC to type a conversation. A relay operator voices the typed conversion to a hearing person and then types the hearing person's spoken response to the TTY user. TTY and IP Relay provide capabilities to those who may not be able to use VRS. This can also provide access to the telephone system by those who are also blind. - Speech to Speech (STS) A person with a speech disability or voice synthesizer speaks directly to the called person. A specially trained relay operator acts as the speech-disabled user's voice by listening and repeating the Speech-disabled user's dialogue if necessary. STS is essential for accessing the telephone system for those who have a severe speech disability. - Captioned Telephone Service (CTS) A deaf or hard-of-hearing person dials another party using a captioned telephone. The CTS instrument automatically connects to a captioning relay service center where a specially trained relay operator transcribes the called party's responses into text (captions). Captions appear on a display on the CTS instrument. CTS service provides capabilities for those who are hard-of-hearing. CTS devices provide sound as well as text. - IP Relay This is a web-based version of TTY/ASCII service. - Relay Conferencing Captioning (RCC) Deaf and hard-of-hearing individuals can participate in teleconference calls. Real-time text is streamed to the user's Internet-connected computer. RCC service is an efficient means of allowing multiple people who are deaf to participate in conferences. These calls are considered single calls no matter the number of participants. - Video Relay Service (VRS) A deaf person (using a video camera) signs to a video interpreter (VI). The VI voices the conversation to a hearing person on a standard phone and then the VI signs back to the deaf person on a computer or television screen. The contract will be an Indefinite Delivey/Indefinite Quantity (IDIQ) type. The estimated maximum value of the contract is $80 Million. Task Orders will be placed by Federal Agencies. The contract performance period is anticipated to be one four (4) year base period, with two (2), two year options for a total of eight (8) years. This acquisition is being conducted under FAR Part 12, Commercial Items.
