U.S. DEPARTMENT OF AGRICULTURE (USDA) AGRICULTURE RESEARCH SERVICES (ARS) Solicitation Number: AG-3K06-S-11-SJ01 Title: Feed for the Beltsville Agricultural Research Center (BARC) Livestock Population This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (number AG-3K06-S-11-SJ01) is hereby issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-52. This solicitation is being issued as a total small business set-aside. The applicable NAICS code and size standard for this application is 311119 and not greater than 500 employees. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. OBJECTIVES The United States Department of Agriculture, Agricultural Research Service located in Beltsville, Maryland, requires feed ingredients to be mixed in the rations identified in Attachment 1 for the BARC Livestock population. REQUIREMENTS The Contractor shall provide the feed order listed in Attachment 1. This requirement is for a one-year base period. Materials shall be delivered October 1, 2011 through September 30, 2012 on a bi-weekly basis to 13000 Baltimore Ave., BARC Building 182, Beltsville, MD 20705. Orders are placed four (4) days prior to the expected delivery. All deliveries shall be made Monday through Friday between 7 AM and 2:30 PM, Eastern Standard Time. All material shall meet or exceed specifications as shown in Attachment 1. Areas specifying a trade name may be substituted only if they meet or exceed all specifications. Note: The ingredient amounts are estimates and subject to changes based on changing research requirements. PROVISIONS FAR 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall either complete the on-line Offeror Representations and Certifications or return a completed copy of the Offeror Representations and Certifications with their quotation.
