- PR-ORD-11-02746: Notice of Intent to Award A Sole-Source Purchase Order for a Research Study in the Comparative Lifecycle and Toxicity Testing of Multiple Mayfly Species Across a Gradient of Total Dissolved Solids, with Methods Development for Native Species in the Central Appalachian Coal Fields Posted Date: August 2, 2011 Procurement Office : Procurement Office: U.S. Environmental Protection Agency, Headquarters Procurement Operations Division (3803R), 1200 Pennsylvania Ave., NW, Washington, DC 20460. Response Date: August 12, 2011 Under the Authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Environment Protection Agency (EPA), Office of Research Development (ORD), National Center for Environmental Assessment (NCEA), intends to issue a sole source purchase order for a research study relating to the Comparative Lifecycle and Toxicity Testing of Multiple Mayfly Species Across a Gradient of Total Dissolved Solids, with Methods Development for Native Species in the Central Appalachian Coal Field. This procurement will be negotiated as a Firm Fixed Price (FFP) sole source purchase order going to Stroud Water Research Center of Avondale, PA. The EPA intends to procure the research study as outlined in the Statement of Work. This is a one-time purchase for this research study and the Government will make only one award for this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meetin g EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
