Description
Solicitation: NFFP7100-11-05610BS Title: Provide Logistical, Material, and Laboratory Support for Fishery-independent Sampling in the Oregon Commercial Chinook Salmon Troll Fishery ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oregon Salmon Commission (OSC), to provide logistical, material, and laboratory support for fishery-independent sampling in the Oregon commercial Chinook salmon troll fishery. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement for services to assist with fleet contracting, coordination, and management in support of fishery-independent surveys in the Chinook salmon commercial troll fishery in Oregon. Specifically, the OSC will contract with up to 30 boats to conduct fishery-independent surveys under the direction of Project CROOS (Collaborative Research on Oregon Ocean Salmon) and National Marine Fisheries Service (NMFS) scientists; provide fleet management, logistical support and coordination of sampling activities; provide oceanographic data loggers and sampling equipment necessary to execute the study design; provide chemicals and laboratory supplies to conduct genetic analysis on 540 samples; and provide a laboratory technician for 3 months to analyze samples and summarize data. The OSC has unique knowledge of the Oregon commercial salmon fishery and unique access to participating boats and is an industry-funded agency that operates under the umbrella of the Oregon Department of Agriculture's Commodity Commission Program. In addition, the OSC maintains a network of "fleet liaisons" under the direction of a fleet manager. Liaisons are located in each port on the Oregon Coast, and are the primary contact for fishermen in each port. The fleet manager coordinates the activities of the liaisons. It is through this infrastructure of contracts and fleet management that Project CROOS coordinates sampling activities. Market research has identified OSC as the only vendor that has the breadth or depth of experience or existing infrastructure required for this project in order to meet the needs of the Government. Period of Performance shall be award date through September 1, 2012. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
