Description
Line Items General information: Document Type: Combined Synopsis Solicitation Solicitation Number: SP3300-11-Q-0147 Posted date: 02 August 2011 Opening Response Date: 02 August 2011 Question Period Close: 09 August 2011 Closing Response Date: 19 August 2011 Archive Date: 02 September 2011 Classification Code: 99 NAICS Code: 334220 - Radio and television broadcasting and wireless communications equipment manufacturing Contracting Office: Defense Logistics Agency, Acquisition Operations, DLA Distribution, 2001 Mission Drive, Bldg 404, J7-AB, New Cumberland, PA 17070-5000, United States Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this notice is SP3300-11-Q-0147. This is a unrestricted procurement for a contractor that can provide all Motorola Brand Name products listed in (Attachment 1 Line Items). Standard commercial warranty should be included in all offers for the RFID Mounting Hardware. The associated NAICS code is 334220. The size standard is 750 employees for this NAICS Code. Brand Name Procurement Notice I.A.W. FAR 5.102 (a) (6): An acquisition that uses a brand name description or other purchase description to specify a particular brand name, product, or feature of a product peculiar to one manufacturer does not provide for full and open competition regardless of the number of sources solicited. Rationale: a.) The Motorola ASTRO Trunk Radios will be linked with the Telecommunication System. The current standard Telecommunication system is used to support the day- to day operations throughout both New Cumberland and Mechanicsburg. The DLA Distribution New Cumberland to date has undergone significant resources to rigorously test and validate the radio capabilities. Significant testing of other brands of radios to function on proprietary "Prescribe" has not been successful. b.) The DLA Distribution New Cumberland has installed a Motorola Trunked Radio System that is integrated at both sites allowing users to communicate between these two facilities. The Carlisle Army Barracks is also utilizing the DDSP Trunked System within their installation for all radio communication purposes. The Motorola radios is the primary means of communication support, furthermore; to acquire another manufacture would require converting hundreds of radios and software programs. In conclusion; it has been determined that the introduction of another manufacturer's radio equipment would not function within our trunked system. The procurement of the additional forty XTS 5000 radios will initiate and receive net or multi-net calls as well as unit to unit private calls. The Trunk radio operation permits a large number of users to share a relatively small number of communications paths or trunks. This procurement will support DDSP Transportation, Floor Operations Personnel (FOP's), DDSP-XP, Safety/Security, and any other additional users that are currently using these model radios. DDSP is requesting additional new Trunk radios that will be compatible with the current trunked telecommunication system. The Motorola models listed above are the only models that will meet this compatibility requirement. DDSP employees frequently work independently, and the Motorola portable trunk radio is their only viable means of communication in the event of an emergency. Delivery Site: DLA Distribution Susquehanna, PA Network/ Telecom Support DLA Information Operations New Cumberland, PA 17070 Required Delivery is 30 After Receipt of Order. Note, all offers should include the anticipated delivery date. Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. The method of payment for supplies under this order is by the Acquisition Operations Office via the Government Purchase Card (VISA). Clauses and Provisions: This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-53 effective 05 July 2011 and Defense Federal Acquisition Regulation Supplement (DFARS) DCN 20110725 edition and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 and PROCLTR 2011-19. Protests filed with the agency should clearly state that they are an "Agency Level Protest under Executive Order No. 12979." (Note: DLA procedures for Agency Level Protests filed under Executive Order No. 12979 allow for a higher level decision on the initial protest than would occur with a protest to the Contracting Officer; this is not an appellate review of a Contracting Officer's decision on a protest previously filed with the Contracting Officer). Absent a clear indication of the intent to file an agency level protest, protests will be presumed to be protests to the Contracting Officer. (End of Provision) DLAD 52.233-9001 DISPUTES: AGREEMENT TO USE ALTERNATIVE DISPUTE RESOLUTION (ADR) (JUN 2001) (a) The parties agree to negotiate with each other to try to resolve any disputes that may arise.
