- GENERAL CONSTRUCTION CONTRACTOR Subcontract Requisition Number: 24590-NP-FSR-UA11-00003 Submit Interest and Prequalification Documents By: August 24, 2011 Estimated Budget: >$100,000.00 < $300,000.00 Schedule: •· Issue Request for Proposal: August 31, 2011 •· Award and Notice to Proceed: October 26, 2011 •· Start Work: November 14, 2011 •· All Work Complete: November 13, 2012 Safety Classification: NON-ITS Additional Characteristic: NONE Quality Level: CM Type of Subcontract: FIRM FIXED PRICE (per task order) PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK This Subcontract is for general contractor services to perform work on the WTP Construction Site and be will be authorized on a task order basis. Each task order will describe the specific scope of the work to be performed. SUBCONTRACTOR shall provide all labor, materials, equipment, tools, transportation, permits, design and supplies necessary to install architectural, structural, mechanical, electrical commodities for permanent plant and non-permanent plant Civil Materials Testing Facility T-14A Subcontractor shall be responsible for all work required to install "cat walk" steel grating for the purpose of access to roof mounted HVAC units on T-01 and T-52 building located at the WTP Construction Site including but not limited to the supply of required building materials, tools and scaffolding. Subcontractor shall be responsible for all work required to install permanent personal fall arrest tie off points at the North and the South ends of the upper roof section of building T-15 located at the WTP Construction Site. Subcontractor shall be responsible for all work required to repair flashing on the lower East and West roof sections at the T-15 building. Work is to include but not limited to maintenance, and supply of components and deliverables for temporary construction offices and permanent plant facilities to include LAW, LAB, PT, HLW, and BOF per the requirements defined in the Task Orders. Subcontractor shall determine all preservation maintenance requirements for equipment provided under this subcontract and perform preservation maintenance per equipment manufacturer's requirements. Performance of preservation maintenance shall be documented and records shall be provided to the CONTRACTOR at subcontract close out. Subcontractor shall be responsible for the means and methods to be used in the construction execution of the Task Order Scope of Work in accordance with the contract documents. All Tasks to be performed by the Subcontractor shall be authorized by a written Task Orders. Subcontractor shall provide the engineering design, fabrication, all labor and materials for the delivery, assembly, construction, and commissioning of the pre-engineered buildings and interior finishes. This included but not limited to the following tasks: Preliminary and detailed engineering design Procurement of building components, materials and equipment Excavation and backfill for foundations and under ground utilities Foundation placement Deliveries to site and off loading Construction and commissioning Facility internal office construction Supply concrete labor and materials HVAC, Relocate unit from T-14 Reuse duct work if possible Purchase and install Moisture Control Room Installation of utility services in an under buildings to a pre defined connection point 5 foot outside of building line Subcontractor shall be responsible for the procurement of all materials necessary for performing the work as identified per each task order Subcontractor shall perform the work professionally, in accordance with the manufacturers written and published installation instructions and in accordance with all requirements of the subcontract and recognized industry standards QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract.
