Description
This is a sources sought market research announcement for NOAA/ARL/ATDD's requirement for free standing aluminum tower sections that must be equivalent to Climatronics Corporation's tower sections. The requirement is for twenty (20) each free standing, 18 inch taper section, aluminum towers equivalent to Climatronics Corporation's, P/N TA 18, Tower 18 inch tapered sections (C-33HD) 10 ft long; and ten (10) each free standing 18 inch straight tower sections (ST-18), 10 ft. long; along with twenty-five (25) each Tower Ground Mount Bases, 18 inch,P/N BN-18-SS, with stainless steel above ground parts. These tower sections are required for use in the U.S. Regional Climate Reference Network (USRCRN) (formerly Historical Climatology Network-Modernization (HCN-M). The mounting hardware and station design has been made to work for this specific tower. In order for uniformity of maintenance procedures and the inventory of installation and maintenance hardware, it is necessary to keep the tower sections consistent throughout the network. The tower specifications are as follows: •The tower must be a 10-foot base section of a 10 meter tower. •The tower section must be 18 inches in width at the bottom, tapering to 14 inches near the top. •The tower base must be capable of supporting a 10 meter freestanding tower with the above ground components of the base constructed of stainless steel or aluminum. •The tower material must be aluminum and of a triangular design. •The base must support the ability to tilt down, or hinge at the base. •The tower should have the option of using a roof top or flat surface base. •The tower section must have horizontal braces that facilitate the climbing of the tower. •The tower sections must have a diameter of approximately 1.25 inches. Required delivery is 30 - 45 days ARO. Delivery shall be F.O.B. Origin to the U.S. Department of commerce, Atmospheric Turbulence and Diffusion Division, 456 S. Illinois Avenue, Oak Ridge, TN 37830. This notice is a combined synopsis solicitation for commercial items in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. All firms responding must be registered with the Central Contractor's Registry (CCR). NAICS code is 332510, small business size standard is 500 employees, applies to the procurement. The following provisions and/or clauses apply to this acquisition. FAR 52.212-1, Instruction to Offers-Commercial Items, applies to this acquisition. Provision 52.212.3, Offeror Representations and Certifications-Commercial Items, may be submitted with your offer. Clauses 52.212-4, Contract Terms & Conditions-Commercial Orders-Commercial Items, apply to this acquisition. If offering an equal product, provide sufficient technical/descriptive product literature for technical evaluation. All responsible sources may submit an offer which shall be considered by the Agency. Evidence must be provided of ability to provide the required system. Awards will be made to the lowest responsible, responsive offeror who can meet the above specific requirements, and is most advantageous to the Government considering price and other price related factors as well as delivery requirements.
