Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Prevention Research Branch (PRB), within the Division of Epidemiology, Statistics and Prevention Research (DESPR) of the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health, intends to negotiate a new contract, entitled "NEXT Generation Health Study" (NEXT), for the continuation of the Health Behavior in School-Aged Children Study, on a sole source basis to the CDM Group, Inc., under the authority of 41 U.S.C. 253(c)(1), FAR 6.302-1 (a)(2) and HHSAR 306.302-1 (a)(2)(ii). This new contract will provide for the following: (1) continuing annual assessments of health behaviors for an additional three years; (2) continuing periodic anthropometric assessments and geocoding of neighborhoods in the full cohort; (3) continuing objective assessments of obesity-related behaviors and risk factors in an identified subsample; (4) continuing objective assessments of driving behavior; (5) surveying peers nominated by participants; (6) assessing anthropometrics and obesity risk factors of parents of participants; and (7) updating measures of obesity risk factors. The CDM Group, under their existing contract, has recruited a nationally-representative cohort and conducted two waves of assessments. The CDM Group has conducted home visits with participants and has a working relationship with participating schools and families. Moreover, as part of the existing requirements under the ongoing contract, the CDM Group will be conducting Waves 3 and 4 of the annual assessments of participants, maintaining contact with participants over time, and optimizing retention of the sample. The proposed NEXT extension will include additional measures integrated into these Wave 3 and 4 assessments. Accordingly, having another contractor independently recruit and establish a relationship with an entirely new set of school districts, schools and participants, conduct surveys, anthropometric, biologic, and environmental assessments, and incorporate and complete all of the new assessments referenced previously, would result in unacceptable delays, substantial duplication of effort, and increased costs to the Government. Transitioning to a new contractor during ongoing assessments, tracking study participants, and integration of multiple sources of data would substantially increase the burden on the study, the investigators, and participants. Thus, the current contractor has a well-defined knowledge of the functions and responsibilities required for this study, and has the requisite qualified staff to continue performance without any impact or delay. As stated above, it is expected that the use of any other source for this requirement would result in substantial duplication of costs as well as additional time to develop the capability within another contractor's workforce that is not expected to be recovered through competition. In addition, confidentiality of all identified personal information that is currently being gathered is strictly maintained and rigorously safeguarded by the CDM Group and cannot be released to any other party. Therefore, with the exception of the CDM Group, there is no other organization that has access to this already recruited cohort. This is not a request for proposals. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
