- The NATO Maintenance and Supply Agency (NAMSA) has been designated as the procurement agency on behalf of the Latvian Ministry of Defense for the procurement of airfield infrastructure and equipment in accordance with the implementation of the requirements 2AF 33007-0 Provision of POL Facilities, 2AF33009-0 Provision of Ammunition Facilities, 2AF33008-M Provision of a Lubrication Oil Storage Facility, 2AF 33011-0 Provision of a Maintenance Hangar and General Maintenance Workshops, and additional requirements as presented in the design package. These works, located at Lielvarde Airfield, Latvia, are part of the Capability Package (CP) 5A0062, Operational Facilities in the Seven New Nations. NAMSA intends to use the one step International Competitive Bidding (ICB) procedure. It is foreseen that the execution of these works will be done by two commercial sources, one solely for the provision of POL facilities and one for the other three. Activities will be coordinated with the existing works performed as part of CP 5A0062. The cost is estimated to be € 5 - 8 million for the two contracts. The Department of Commerce will be using IFB-NAMSA-LIELVARDE-LATVIA as its reference for the Invitation for Bid (IFB). The information to be provided to the bidders will be NATO UNCLASSIFIED. SUMMARY DESCRIPTION The aim of CP 5A0062 is to upgrade airfields to NATO standards, to be used for NATO sources. Once upgraded, the airfields could be considered for further development as any other NATO airfield through other CPs. The current procurement consists of the following projects: 2AF 33007-0: Provision of POL Facilities 2AF33009-0: Provision Ammunition Facilities 2AF33008-M: Provision of a Lubrication Oil Storage Facility 2AF 33011-0: Provision Maintenance Hanger and general Maintenance Workshops The projects are part of the reconstruction of the Lielvarde Airbase in Latvia. This procurement will be for Blocks No.7&8 of the Lielvarde Airfield project. Blocks 2&3 (already solicited) and 4&5 are expected to run in parallel. Detailed requirements will be provided in the Statement of Work that will be issued with the ICB documentation. BIDDING PROCEDURE Before a U.S. firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project.
