Description
Past Performance Entire Solicitation This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is a small business set aside. This announcement constitutes the only solicitation. US Customs and Border Protection is seeking quotes for High Security Bolt Seals in accordance with the attached Statement of Work (SOW) and all clauses/provisions found in this document. The North American Industry Classification System (NAICS) code is 339991. This solicitation will be issued through Federal Business Opportunities (FedBizops) website (www.fedbizops.gov). This requirement will be solicited under full and open competition. The anticipated contract type will be firm fixed price Indefinite Delivery Indefinite Quantity contract with fixed priced delivery orders for one base year and four (4) twelve month option periods. Background As the Nation's principal border agency, U.S. Customs and Border Protection (CBP) is responsible for ensuring economic security through lawful international trade and travel. In performing this mission, CBP targets and intensively examines cargo deemed high-risk for terrorist-related activity, for the presence of contraband, and trade law violations. In addition to examining high risk cargo, CBP is also responsible for facilitating the release of low-risk cargo. In order to preserve the integrity of containerized cargo leaving CBP possession, uniform procedures for sealing the container with High Security Bolt Seals (HSBS) have been promulgated. These procedures are meant to avoid confusion within the trade community that may result in the refusal of delivery and/or unnecessary delay in legitimate cargo entering U.S. commerce. SCOPE : This Statement of Work ( SOW) details the requirements and establishes tasks the vendor shall perform for the manufacturing of, shipping, and supporting CBP's acquisition of HSBS. The vendor shall supply up to a total of 5 million three-inch shaft length HSBS over a period of five years. The vendor shall have the capacity to store at a minimum 100,000 HSBS. The vendor shall have on hand 45-days after contract award no less than 150,000 HSBS that can be shipped within 72 hours upon receipt of order to multiple locations. The vendor shall ensure that all subsequent orders can be shipped within 2-business days after receipt of orders and shall submit a project plan that outlines their ability to support their quote. Vendors shall submit a project plan that identifies how they will accomplish all requirements. Minimum contents must contain the following but not limited to: •· how orders will be placed by CBP (routinely accomplished electronically); •· who will be the point of contact (POC); •· who will be the backup POC; •· how will tracking be accomplished to include quantity shipped on order and remaining available on contract; •· how many days will it take orders to be shipped from receipt of order from CBP to multiple locations (minimum 2-business days); •· when will CBP be notified that 150,000 will be ready (45-days after contract award); •· following shipment to various sites, how will CBP be advised of the serial numbers and quantity being shipped? *** Each Vendor shall send a sample of their proposed High Security Bolt Seal to Rosalie Luster. The sample must be received by Rosalie Luster on or before 2:00 p.m. August 12, 2011 Rosalie Luster Program Manager DHS - Customs and Border Protection OFO - Cargo and Conveyance Security Non-Intrusive Inspection Division 1300 Pennsylvania Avenue, N.W Washington DC 20229 The IDIQ Contract and Delivery Order One will be awarded simultaneously. Delivery Order one will be for a quantity of 382,000 HSBS to be delivered to multiple locations. PERIOD OF PERFORMANCE The period of performance of this IDIQ contract shall be one base year with four-one year options. EVALUATION The Government will award a contract resulting from this solicitation based on lowest priced technically acceptable offer with a satisfactory past performance. Satisfactory past performance is defined as a minimum of a satisfactory rating on all five questions on the past performance questionnaire. In order to be deemed technically acceptable; a vendor must be rated acceptable in all three technical evaluation factors below: A rating of unacceptable shall result in an automatic disqualification from consideration. Factor 1 Technical Acceptability 1. The vendor's ability to meet the ISO requirements as described in the SOW will be evaluated. 2. The Vendor's sample seal shall be evaluated to determine if it meets the High Security Bolt Seal Requirement as described in the SOW. 3. The vendor's ability to meet the color requirement as described in the SOW will be evaluated. Factor 2 - Past Performance Each vendor is required to send the attached Past Performance Questionnaire to three (3) past performance references listed in their quote. The past performance history shall specify relevant experience in providing the services identified in the Statement of Work. The vendor's past performance references shall use the Past Performance Rating on the questionnaire. The past performance questionnaire shall be used to determine past performance rating for all vendors. Vendors without past performance history will be evaluated in accordance with FAR 15.305(a) (2) (iv). Vendors shall be rated on the questionnaire's categories with ratings of Superior. Good, Satisfactory, and Unsatisfactory. When assessing a vendor's past performance the Government may also contact other sources of information, including but not limited to the following: •· Federal, state, and local government agencies •· Better business bureaus •· Published media Factor 3 - Price Price Quote The price per high security bolt seal shall be evaluated. The Government will evaluate each vendor's price to determine fairness and reasonableness. Price quote will be evaluated according to FAR 15.101-2. Provide the price proposal separately from the technical proposal.
