Description
The U.S. Department of Commerce, NOAA, Eastern Region Acquisition Division-KC and the Atmospheric Turbulence & Diffusion Division (ATDD) intend solicit for purchase (32) each, DRD11A Precipitation Detector (Rain ON/OFF) Sensor and (5) each HMT330 (7T2D003BCAE100A05CABAA1) Humidity and Temperature Transmitter and HMT337 Probe: Probe (5m), +180C; T-probe, 5m, -70...+180C, ¼ DIN Class B; RH+T+Td+a+Tw+x+h+pws, with warmed RH-pro+T-pro; Cover without display; Standard (24 VDC), Analog Output )CH1+CH12) Output 0....1Vl Channel 1 RH (0...100%RH); Channel 2 T (Range See Below); Temperature Range -40...+180C; Metrics Units; Sealed Cable Gland M20x1.5; HUMICAP 180C Sensor; Warmed probe model; Sintered Filter AISI 316L HM47280; User's Guide HMT330. These items support the NOAA/United States Climate Reference Network (USCRN). The USCRN is a network of climate stations developed as part of a NOAA initiative. Its primary goal is to provide future long-term homogeneous observations of temperature and precipitation that can be coupled to long-term historical observations for the detection and attribution of present and future climate change. Data from the USCRN will be used in operational climate monitoring activities and for placing current climate anomalies into a historical perspective. The USCRN also provide the United States with a reference network that meets the requirements of the Global Climate Observing System (GCOS). The ATDD has a need for both of the precipitation detector and the humidity and temperature transmitter sensor. Vaisala Inc. has the only humidity and temperature transmitter available on the market that has the feature and can provide the necessary climate quality accuracy at high relative humidity events. The Vaisala sensor has the unique characteristics to meet the Government requirements. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right without further notice to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Vaisala, Inc., whichever is determined to be more advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified items or provide items that have the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the requirements part numbers specified. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
