Description
The U.S. Department of Commerce, National Marine Fisheries Service, Boqueron, PR is tending award a purchase order to the Island Green Build Association c/o Friends of Virgin Island National Park to create a Media Campaign for Green Construction Program in the U.S. Virgin Islands. The purpose of this work assignment is to create and administer a media campaign as part of the larger Green Construction Program project sponsored by the NOAA Coral Reef Conservation Program (CRCP) through the NOAA Fisheries Caribbean Field Office in FY11. NOAA Fisheries does not have the necessary resources to create and administer a web page specific to the project, or a media campaign to include newspaper announcements, television and radio spots, as funding allows. The Island Green Building Association (IGBA), located in St. John, U.S. Virgin Islands, maintains a web site, as well as press releases and newsletters aimed at promoting green building practices to protect the coastal and marine environment of the Virgin Islands. IGBA has stqaffing to run media campaigns and maintain the web site, newsletter, and other publications up-to-date. IGBA also has media contacts to ensure that announcements are prominently located and are published at times with the most circulation, in the case of newspapers, and exposure in the case of other media. Accordingly, the use of IGBA as an intermediary is the only known mechanism available to NOAA Fisheries to accomplish this project. IGBA is capable of providing the necessary leadership by example, advise, and counsel on sustainable and environmentally responsible building development for St. John and other portions of the Virgin Islands in order to promote quality of life and healthy places to live and work. IGBA was established in 2004 by a small group of construction industry professionals and island residents. IGBA is a small, non-profit organization dedicated to sustainable growth in the Virgin Islands. This work assignment will allow NOAA Fisheries to promote the project in the media in the U.S. Virgin Islands (USVI), including the main islands of St. Thomas, St. John, and St. Croix, in order to reach the target audience, which is the construction and development industry in USVI. The campaign will use the existing Island Green Building Association (IGBA) web site, newsletters, and press releases, as well as announcements in local newspapers, and on television and radio as the project budget allows. The overall Green Construction Program project will address a priority identified by partners in the USVI related to the implementation of best management practices specific to the Territory and the reduction in land-based sources of pollution, which affect the coral reef ecosystem. The objective of the project is to increase awareness in the construction and development community in USVI regarding the importance of our marine resources and ways in which projects can be constructed to allow the conservation of natural resources, through appropriate project siting, design, operation, and maintenance. This project is being initiated as a component of NOAA Fisheries' efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089 and NOAA's mandate under the Coral Reef Conservation Act of 2000. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment". In order to meet the objective of this work assignment, the contractor shall complete the work in two steps: development of campaign messages, and planning and implementation of media campaign. Short-term results will consist of the promotion of the Green Construction Program through the media campaign. Long-term results will consist of increased public awareness, including among members of the USVI construction and development industry, regarding the importance of marine ecosystems and ways in which projects can be designed and implemented to ensure the conservation of these resources. The government knows of no other company able to provide this type of service besides Island Green Build Association c/o Friends of Virgin Island National Park. Firms who believe they can provide these services that will meet all the requirements specified herein, must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Island Green Build Association c/o Friends of Virgin Island National Park. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
