- Solicitation 1090334 Four Annual Crème Food® License from Crème Software Ltd. This RFQ constitutes a "brand name or equal to" solicitation. This solicitation is in accordance with FAR 52.211-6, Brand Name or Equal. 2. Work Statement/ Requirements Document Statement of Needs: FDA/CFSAN/OFS/CHAT requires the purchase of four annual Crème Food® License to successfully complete current and future dietary exposure assessment of natural and anthropogenic chemicals in the United States Food Supply and to make comparative dietary exposure estimates analysis with foreign countries consumption data. Statement of Work: FDA/ CFSAN/OFS/CHAT is tasked to oversee the safety of the U.S. food supply (domestic and imports), in part, through its Natural and Anthropogenic Contaminants Monitoring Program which includes the following for industrial chemicals, such as dioxins, cooking or heating related chemicals, such as acrylamide, and other chemical contaminants in food such as benzene, dioxins and PCBs, ethyl carbamate, furan, perchlorate, and radionuclides, and the assessment of potential exposure and risk posed by these chemicals. The evaluations of these natural and anthropogenic contaminants help the Center to develop risk management strategies for the Agency to ensure public health. The Crème Food® License is a necessary service/tool for FDA/CFSAN/OFS/CHAT because it provides access to Crème's database which houses the most currently available U.S. food consumption survey from National Health and Nutrition Examination Survey (NHANES). Also the database houses international food consumption surveys provided FDA has obtained access to that specific survey. Because the Crème Food® License provides access to the current food consumption surveys, FDA analysts will be able to generate dietary exposure estimates with the most current consumption data and be able to perform more complex analysis for these chemical contaminants monitored by the CFSAN Natural and Anthropogenic Monitoring Program. Section B: Additional Considerations 1. 1 training day for Crème Food on site at the FDA 2. All new software released and updates during the license period are available to the FDA 3. FDA user can spend time in the Crème Dublin office to work on projects and to avail of hands on training and support 4. Crème is run on cloud computing. Crème US-based servers support and maintenance are included for the period in the agreement. 5.
