Description
SECTION 1: DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is E11PCW0024 and it is issued under FAR Part 13 as a request for proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This is a 100% set aside for small business concerns. The NAICS code is 485510. The award will be a fixed price contract for one base period (12 months) and four option periods (12 months each). The Contractor shall provide all the materials, tools, labor, parts and transportation for the required services in the attached statement of work for the monthly firm fixed price amount provided in response to this RFQ. Place of performance will be Arizona (see bus schedule contained in the SOW). Scope of WorkTransport NPS Fundamentals II participantsParts I & II Part I: Transportation from PHX to Albright, then back to PHX BackgroundThe Horace M. Albright Training Center ("Albright") is located on the south rim of Grand Canyon National Park and offers introductory training to approximately 600 new employees annually within the context of NPS Fundamentals training. For the first performance year (Sep. 18, 2011 - Sep. 17, 2012), 12 classes of about 50 students each will attend between October 2011 and August 2012. Most participants fly into Phoenix Sky Harbor (PHX) airport and are transported to Albright Center, returning to an airport hotel adjacent to PHX ten days later. PurposeThis scope of work requests proposals for transporting students from PHX to Albright (and back) for classes in fiscal year 2012, possibly beyond. The requirement is currently twelve round trips per year, but this may increase or decrease due to unforeseen fiscal constraints or increased attendance.Vendor will be notified no less than three days prior to the beginning of a scheduled course. Special notes1)Contract will be awarded as one base year with four (4) one year option periods2)Option years should be equivalent/similar to that reflected in the base year contract. Requirements of equipment and drivers1)All equipment on the buses, including audio-visual equipment, shall be functional.2)Due to the extremities of locations (elevation changes, remote locations, etc.), the buses and the drivers should be prepared for minor repairs (e.g. water container in case of overheating, etc.). Specifications1)Offerors for Part I must be based on one round trip per course. There is approximately one course per month, with current schedule as follows: Airport (PHX) to Albright, Grand Canyon, AZ; Albright to hotel adjacent to Airport (PHX)24-Oct-11; 3-Nov-117-Nov-11; 18-Nov-1128-Nov-11; 8-Dec-1123-Jan-12 2-Feb-126-Feb-11; 16-Feb-125-Mar-12; 15-Mar-1219-Mar-12; 29-Mar-1223-Apr-12; 3-May-127-May-12; 17-May-124-Jun-12; 14-Jun-1223-Jul-12; 2-Aug-126-Aug-12; 16-Aug-12 2)Vendor must provide a fixed price per round trip.3)The schedule currently provides for a pickup time at the airport @ 1 pm on the day of arrival. However, we would prefer two smaller (@ 25 passenger) vehicles providing pickup at PHX two different times (to accommodate the wide variety of times our students arrive; these departures from PHX would happen @ 11 am and @ 2 pm). Offeror must submit pricing for either option.4)The pickup time at Albright Training Center is @ 1 pm the day of departure, and only one bus is needed for this. 5)Buses must accommodate students and their luggage. Vehicles will stop only once in either the Flagstaff or Williams area for a grocery/restaurant/rest stop for about an hour en route from PHX to Albright, and one rest stop for about 15 minutes en route from Albright to PHX. 6)The vendor must provide a point of contact and a contact number on travel days, including direct contact with the driver. This will enable the Center to keep drivers informed of late arrivals and/or cancellations. NPS role and responsibilities1)Albright Training Center will provide a list of riders at least three days in advance of the pickup date.2)Albright Training Center will notify the vendor at least three days in advance in case of cancellation. Part II: Field trip Each course includes a full day field trip. Field trips generally visit sites in and around the Grand Canyon and Flagstaff area (as far south as the Camp Verde area, as far west as Williams, as far north as the South Rim of Grand Canyon and Cameron on the Navajo Nation, and as far east as Meteor Crater). PurposeTransport participants from Albright to designated locations throughout northern Arizona, returning them to the Center by early evening. Field trips generally leave Albright around 7:30 am, returning to Albright around 6 pm. Specifications1)Offerors must be based on one round trip per course, with the following field trip day schedule: Pickup and drop-off at Albright Training Center: Nov 1Nov 16Dec 6Jan 31Feb 14Mar 13Mar 27May 1May 15Jun 12Jul 31Aug 14 2)Vendor must provide a fixed price per field trip.3)Buses will accommodate all students and any associated luggage. 4)The vendor must provide a point of contact and a contact number on travel days, including direct contact with the driver. 5)Although unforeseen, updates in curriculum may change the field trip day. If such a change is contemplated, the vendor will be notified well in advance (the current schedule schedules the field trip day on Tuesday).6)If the length of the field trip requires overnight stay at Grand Canyon National Park (e.g. weather delay, etc.), an Albright apartment will be provided for the driver. Thus, lodging for such needs should NOT be included in the bid. Vehicle Requirements The vehicle(s) provided shall be dependable, in good working condition as applicable, and capable of accommodating all participants and their luggage. All vehicles used by the Contractor must be appropriately registered, licensed and insured as required by Federal, State and Local Government for the type of service to be performed. Driver Requirements A driver shall be assigned to the route and shall be licensed to operate a vehicle of this type specified herein in the state of Arizona. At all times during the performance of the contract and until completion of the performance period, the Contractor shall provide a driver who is competent, safe, and dependable. Downtime When any vehicle regularly used in the performance of this contract is out of service for any reason, the vehicle shall be replaced by the Contractor with a vehicle of the same or similar specifications as the inoperable vehicle. Inoperative vehicles shall be replaced by the Contractor within a reasonable amount of time. The vehicle will not be considered back in service until the Contractor officially notifies the COR. If the Contractor fails to repair or replace the inoperative vehicle, the NPS, at its option, may elect to secure a replacement vehicle from other sources, without regard or consideration of the reasons that caused the downtime. The Contractor will be assessed the cost incurred by the NPS in securing the replacement vehicle. The Contractor shall notify the COR by telephone of any breakdown and the estimated time in which a replacement vehicle will arrive. PROPOSALS TECHNICAL PROPOSAL 1) Offeror shall provide proof of valid, current insurance coverage for any vehicle which might be used. Offeror shall provide proof of liability insurance in a mimimum amount of $1,000,000 per each occurrence. 2) Offeror shall confirm that all vehicles to be used have passed a complete mechanical inspection within the previous 12 months. 3) Offeror shall list current USDOT safety rating, if rated. 4) Offeror shall confirm that all drivers to be used posses valid, current "commercial driver's licenses" or "CDLs". 5) Offeror shall list any affiliations with state or national professional associations or emergency aid organizations which might be expected to assist in the case of a mechanical breakdown or other complication. PAST PERFORMANCE PROPOSAL Offeror shall submit three (3) references from the past three (3) years for similar or like contracts, including POC, telephone number, contract number, contract value, and period of performance. If offeror has no such past performance, offeror shall submit a statement saying so. PRICE PROPOSAL Offeror shall fill in the below chart on a per trip basis, which shall include all associated costs. When combined Demonstrated Technical/Management Capability and Past Performance/Experience Information are more important than price. Small business certification is essentially pass/fail. The numerical ratings below are valid for: Demonstrated Technical/Management Capability and Past Performance/Experience Information. Quantitative RatingQualitative RatingDefinition10 Excellent Very comprehensive, in depth, clear response. Proposal consistently meets this standard with no omissions. Consistently high quality performance can be expected.8 Very Good Extensive, detailed response to all requirements similar to outstanding in Quality, but with minor areas of unevenness or spottiness. High quality performance is likely bun not assured due to minor omissions or areas where less than excellent performance might be expected.6 Good No deficiencies in the response. Better than acceptable performance can be expected but in some significant areas there is an unevenness or spottiness which might impact on performance.4 Fair The response generally meets minimum requirements but there is not expectation of better than acceptable performance; deficiencies are confined to areas with minor impact on performance and can be corrected during negotiation without major revision to the proposal.2 Poor The response fails to meet one of more minimum requirements; deficiencies exist in significant areas but can be corrected during negotiations without major revision to the proposal, or serious deficiencies exist in areas with minor impact.0 Unsatisfactory Serious deficiencies exist in significant areas; the proposal cannot be expected to meet the stated minimum requirements without major revisions. The proposal only indicates a willingness to perform in accordance with the performance work statement without specifying how or demonstrating the capacity to do so. Only vague indications of the required capability are present. Demonstrated Technical/Management Capability Factor Evaluation The Demonstrated Technical/Management Capability Factor assesses the ability of the Offeror to effectively demonstrate the knowledge, understanding, and technical ability necessary to successfully meet the requirements in the Statement of Work. The numerical ratings listed below above will be used to evaluate the Demonstrated Technical/Management Capability Factor. Past Performance/Experience Information Factor Evaluation The Past Performance Factor evaluation will assess the relevance and breadth of the Offeror's experience and the quality of the Offeror's past performance. The Government is seeking to determine whether the Offeror has experience that will enhance its technical capability to perform and whether the Offeror consistently delivers quality services in a timely and cost effective manner. In evaluating past performance, NPS will only take into consideration the relevant experience and past performance assessments from the Offeror's customers. However, the NPS reserves the right to use other relevant past performance information it obtains through other sources including other agency databases and information contained in trade literature. Relevance of Experience: The Offeror's experience will be evaluated on the degree of relevance to the requirements of the RFP on the basis of similarity in size, scope, complexity, technical difficulty, contract type, and period of performance. Only recent experience (within the last 3 years) will be evaluated. Evaluations may include interviews with previous clients of the prime contractor and subcontractors and may include interviews with previous clients of proposed personnel. Past Performance Assessments: The Offeror's past performance will be evaluated on the basis of information contained in the Offeror's proposal and the information that the Government obtains through reference checks or other means. The past performance evaluation will assess the Offeror's record of providing high quality services of a similar nature in a manner that ensures maximum accuracy, throughput, cost effectiveness and overall client satisfaction. The Government will evaluate the Past Performance Factor using the numerical ratings listed above. Price Factor Evaluation The Government will conduct its price analysis using one or more of the techniques specified in FAR 15.404-1(b).
