- EMC Product Listing ILIAD Product Suites Summary This is a Sources Sought announcement only. This is not a Request for Proposal. The Air Force Flight Test Center (AFFTC) at Edwards, California is seeking sources for an anticipated requirement for instrumentation and other types of application systems support. The requirement is listed under NAICS code 517919, entitled All Other Telecommunications; the Small Business Size Standard is $25.0M. This sources sought is to determine the availability of all responsible sources including large business, small business to include: 8(a) Program, Historically Underutilized Business Zone, Veteran Owned Small Business, Woman Owned Small Business, Small Disadvantaged Business, Service-Disabled Veteran-Owned Small business. Background: The Instrumentation, Loading, Integration, Analysis and Decommutation (ILIAD) design allows different agencies to contribute and share information relevant to the design, maintenance, and support of telemetry systems. The ILIAD system encompasses three (3) subcomponents: (1) ILIAD Core, (2) The Quick Look System (QLS), and (3) mViSiion. ILIAD is designed to provide the tools necessary to manage information, program instrumentation, and analyze programming support, pre-flight validation, and post-test analysis for airborne and ground based systems. The QLS has been designed to enable engineers to batch process jobs for the conversion of digitized raw data into user specified raw samples or engineering units that can be output into several format types. The mViSiion Chapter 10 video player allows users to view multiple channels of video data from an IRIG 106 Chapter 10 file. The player includes features which allow the user to move to a time segment, play at different speeds and save preset window sizes and locations for each of the video displays. These systems operate on Commercial Off-The-Shelf (COTS) computer hardware, data storage systems, associated peripherals, cables and components. Required Services The contractor shall provide all personnel, equipment, tools materials, vehicles, supervision and services necessary to perform Instrumentation Configuration Management Support and Development (ICMSD) related with ILIAD only. This support includes maintenance and operational services, supplies, system enhancements and software/hardware modification, integration, emergency repairs, manuals and licenses for the ILIAD legacy line of computers. Services include Non-Recurring Engineering (NRE) and ICMSD support for utilizing the ILIAD system. The contractor shall provide the capability to generate and load instrumentation system program files for Teletronics Telemetry Corporation (TTC), L-3 Communications Corporation, and Zodiac Data Systems/Heim airborne instrumentation data acquisition systems (requires knowledge and access to each vendor's technical specifications needed to program each product line) and legacy equipment such as Sanmina-SCI Corporation. The contractor shall provide program and display real-time test data from telemetry data processor hardware currently supported by ILIAD to include hardware for Data commutation and decommutation in the flight test instrumentation, data acquisition, transmission, and recording and display business. Operational Services shall directly related to ILIAD include diagnostics and repair support for Unmanned Air Vehicles (UAVs), weapons systems and weapons platforms shall be provided via ILIAD mobile and fixed instrumentation/telemetry laboratories including associated equipment to maintain and support test and flight line operations at Major Range Test Facility Bases, as well as other test and operational support locations. This includes IRIG-106 Chapter 10 and other video/audio and data recorders for mission data playback. Maintenance & Operational Services shall include support of the ILIAD system consisting of field engineering technical support, software design, development, and configuration control management of the ILIAD Toolset. Services also include on-site engineering support for software and hardware referenced in this document; software requirements elicitation, documentation and analysis. Additional services consist of interfacing support hardware/software and associated systems and distribution software for the following EMC product line to include: Symmetrix, Avalon, Celerra, Connectrix, Centera, and select lines of equipment and provide replacement parts for Data General Corporation MV (Elipse line of computers), AV (AViiON line of computers), MRC (Message Base Reliable Channel), and CLARiiON storage equipment for use with Data General Components. Agencies using ILIAD are listed below but not limited to: Air Force Flight Test Center, Edwards AFB, California Eglin AFB, Florida Army Test & Training Center, Fort Rucker, Alabama White Sands Missile Range, New Mexico Hurlburt Field, Florida Yuma Proving Ground, Arizona Dugway proving Ground, Utah ATEC U.S. Army, Redstone Arsenal, Alabama SPAWAR, San Diego, California Other Detachments and Units Attachments: EMC Components Listing; ILIAD Product Suites Summary Submission/Deliverables Any responsible sources that currently have the capability and experience providing services utilizing the expertise as described in this document are encouraged to respond to this notice by providing the following information: (1) Company's Name, Address, Point of Contact, Email Address, and Phone Number (2) Provide Cage Code and DUNS number (3) Identify Business Size, Socioeconomic Program (if any) & Type as it relates to the NAICS (4) Provide Qualification/Experience as it relates to this Requirement (six (6) pages maximum) (5) Number of Years Experience as it relates to this Requirement (6) Provide a list of similar or same projects worked on by your company as the Prime Contractor or Significant Subcontractor within the past five (5) years.
