Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with GE Aviation, for the procurement of (2) Ramp Actuator Master, P/N 901-382-020-101 and (2) Ramp Actuator Slave, P/N 901-382-020-102. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Master and Slave Actuator assemblies are double acting unbalanced hydraulic actuators that operate in tandem to open and close the aircraft cargo ramp. The Master Actuator (PN: 901-382-020-101, NIIN: 01-583-4362) incorporates an integral manifold containing a pressure-operated lock valve, check valves, flow regulators and a thermo relief valve to provide positive hydraulic locking at any intermediate position during extension. The Slave Assembly (PN:901-382-020-102, NIIN:01-583-4363) incorporates a simple manifold that allows porting directly from the integrated valve manifold on the Master Actuator. The operation functions of the Slave Actuator are controlled by the Master manifold, including rate control and hydraulic locking during extension. The actuator portion of the Master and Slave Assemblies are identical in size, design and construction. This acquisition is for the procurement of (2) Depot Units Under Test (UUT's) of each component from GE Aviation, which are required to develop software routines and organic testing capabilities using the VHATS Hydraulic Actuator Test Stand. Use of these UUT's to develop VHATS software routines also facilitates V-22 Depot-level organic repair capability as mandated by U.S. Title 10 USC Subsection 24-64. Because of the need for the exact same components that are in use on the aircraft to develop VHATS software routines for fault testing, no other products that aren't the exact components can be used or else development of these procedures would be compromised. Therefore no other supplier can meet the requirements of this procurement. GE Aviation is the OEM of the Master and Slave assemblies and is the only qualified vendor with a qualified production line to provide the required supplies necessary. This is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
