Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for Laboratory System Reengineering Project (LSRP) Software Engineering Support Services. The TAC intends to award a sole source, twelve (12) month, firm-fixed price contract to Advanced Systems, Inc., 8280 Willow Oaks Corporate Drive, Suite 725 Fairfax, VA, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 38 U.S.C. 8127(c), the Veterans First Contracting Program and the Federal Acquisition Regulations (FAR) Subpart 6.302-5, Authorized or required by statute. This proposed action is to acquire Software Engineering Support Services to include design, development, testing, configuration management, release, technical writing and management for the LSRP. In addition, the work must comply with published VA Office of Information and Technology (OIT) guidelines, policies, and standards currently referred to as ProPath. The purpose of the Software Engineering Support Services is to verify that the LSRP application software is functioning properly; meeting user needs and is making appropriate use of the technology available. These services are required to meet VA's Priority Patient Care Program, which will implement a laboratory information management system (LIMS) that includes a Commercial off the Shelf LIMS (Cerner Millennium PathNet) interfaced with the VA VistA system to enhance information-sharing and improve the effectiveness of the Department's mission and its delivery of service to Veterans. The North American Industrial Classification (NAICS) for this effort is 541519 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is September 23, 2011. This notification shall close on August 12, 2011.
