- Advanced Cardiac Life Support (ACLS) Education Services Veterans Health Care System of the Ozarks (VHSO) Evidence for 8: Statement of Work (SOW) Background ACLS is an advanced, instructor-led classroom course that highlights the importance of team dynamics and communication, systems of care, and immediate post-cardiac-arrest care. It also covers airway management and related pharmacology. Skills are taught in large and small group sessions, group learning and testing stations where case-based scenarios are presented (AHA, 2011). According to the VHSO medical center memorandum (MCM) regarding code blue/medical emergency policy (2009-11-17), it has been demonstrated that the potential for survival of patients of cardiac arrest will increase if application of ACLS is rapidly available and if ACLS algorithms are followed. The code blue MCM also lists required employment positions that requires or recommends ACLS certification. According to the American Society of PeriAnesthesia Nurses (ASPAN) (2011), the ASPAN Standard III recommends nurses providing phase I and phase II of post anesthesia care must maintain ACLS certification. Scope Under this contract, VHSO expects to accomplish ACLS certification for facility staff to ensure compliance with policy. Objectives The contract effort goals and objectives include procuring an ACLS course provider to provide ACLS courses for VHSO with the goal of employees' achieving ACLS certification. Tasks "The ACLS vendor (vendor) will provide thirteen (13) ACLS classes for the period from 10/1/2011 through 9/30/2012 oEleven (11) ACLS classes to be provided at the Fayetteville campus. "Seven (7) two (2) day ACLS classes "Four (4) one (1) day ACLS classes oTwo (2) ACLS classes to be provided at the Mount Vernon community based outpatient clinic campus "ONE or TWO day classes "Vendor will provide at least one (1) ACLS instructor who must be an authorized ACLS course director who can provide an ACLS experienced course provider course if requested. "VHSO will attempt to provide an additional ACLS instructor for ACLS courses at the Fayetteville campus. However, if VHSO is unable to provide an ACLS instructor, the vendor will provide an additional instructor at no extra cost to VHSO or government and must be able to do this with minimal notice. "Vendor will provide morning and afternoon snacks and beverages for ACLS course participants. "Class size will be up to twelve (12) persons per class at each location. "VHSO may cancel an ACLS course if class size is less than six (6) persons with no cost incurred by VHSO or the government. "VHSO will provide ACLS student manuals. "VHSO will provide access to a training crash cart, training defibrillator, training automated external defibrillator, television with DVD player, and step stools. "Vendor will provide all other equipment and supplies for ACLS courses, including but not limited to course completion cards. "Vendor will adhere to all requirements of the American Heart Association for Advanced Cardiac Life Support courses. "Vendor will provide items needed for setup of classes and will tidy and straighten the class area on completion of the ACLS course. Delivery ACLS courses for Fayetteville location will be held on the Fayetteville campus. Dates, times, and locations to be determined at a later date. ACLS courses for Mt. Vernon location will be held on the Mt. Vernon campus. Dates, times, and locations to be determined at a later date. Government-Furnished Property No government-furnished property will be provided to the vendor. Security Requirements No unique security requirements associated with contract performance will be incurred. Place of Performance ACLS courses will be conducted at the Fayetteville and Mt. Vernon campuses of VHSO, as indicated previously. Period of Performance A multi-year contract is requested. The initial period of performance (base) will be 10/1/2011 to 9/30/12. It is desired for the contract to include up to two (2) option years that can be exercised if desired by VHSO.
