Description
The U.S. Army Contracting Command (ACC) Warren, Detroit Arsenal, MI 48397-5000 is issuing a presolicitation notice of the government's intent to modify Firm-Fixed-Price contract W56HZV-10-C-0010 for the Expeditionary Water Packaging System (EWPS) with DRS Sustainment Systems, Inc., St. Louis, MO. This modification will incorporate two one-year options to purchase contractor in-theater support services, support equipment maintenance, consumable supplies/materials and site deactivation to maintain the continuity of operations of seven each Expeditionary Water Packaging Systems (EWPSs) in Afghanistan. Support services consist of efforts to maintain and operate the water bottling system in austere environments as well as water quality surveillance. Additionally, the contractor is responsible for personnel and program management functions. Procurement includes consumables supplies and materials include bottle preforms, caps, labels, stretch wrap, stamping foil, banding straps, sanitary/cleaning/water test supplies, pallets, tier sheets, and labels to package the water. Materials include spare parts and replacement parts for the EWPSs and site support equipment. The EWPS is a commercial, self contained, fully integrated, ISO configured water packaging system. It is capable of producing a minimum of 5,000 one-liter bottles of water per day per system and meets requirements for providing packaged water in remote areas in-theater. The original equipment manufacturer of the EWPS is Karcher Futuretech of Germany. DRS is the sole licensee of Karcher in the United States for military ground support equipment and services. The EWPS substantially reduces the use of dangerous ground transportation and premium air transportation to transport bottled water to remote tactical areas. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(iii)(B). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The anticipated award date to incorporate the priced option is 1 December 2011. The EWPS is not a program of record and does not have an assigned NSN. Points of Contact are: Kelly M.
