Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Feeding Directorate (CF), intends to award a firm fixed price purchase order on a sole source basis to: The Insinger Machine Company, Philadelphia, PA 19135. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: Insinger JP8 Fueled Pot & Pan Washer, assembled with Government furnished (GFE) JP8-fired booster heater for field use in support of the Food Sanitation Center (FSC). 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): An alternative Champion hood-type washer previously procured failed to meet functional requirements of field FSC utilizing the GFE JP8-fired booster heater. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research included an examination of local, internet and national warewasher/dishwasher vendors. The 31st Edition Foodservice Gas Equipment Catalog (Page 125) includes the premier commercial options, which have been considered for the target application and only the Insinger Machine Company appears to be capable of meeting the Military requirements. 4. Any other facts supporting the use of other than full and open competition: Market survey has determined that no other commercial item is available to meet the requirements of the field food service application. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: This action follows the lack of response from industry to meet the published requirements for an Automatic JP8-Fired Dishwasher for Future Field Kitchens. 6.
