- Statement of Work INTRODUCTION The Naval Air Warfare Center, Aircraft Division (NAWC-AD), Patuxent River, MD is seeking small business sources that are capable of providing services to support the Naval Air Warfare Center, Aircraft Division (NAWC-AD) Structures and Systems Engineering (AIR-4.3) Analysis, Testing and Sustainment Efforts. The result of the sources sought will be utilized to determine if any small business set-aside opportunities exist. All small business set-aside categories will be considered. PROGRAM BACKGROUND This contract requirement is for Technical and Programmatic Support for Structures and Systems Engineering, Analysis, Testing and Sustainment Efforts (AIR-4.3). Specifically, the AIR-4.3 division has a need for systems engineering, analysis, testing and sustainment efforts to be performed in the following functional areas: REQUIRED CAPABILITIES The draft Statement of Work attached delineates the requirements of this effort. Statement of capabilities should address the interested party's knowledge, experience and management approach associated with the tasking identified in the Statement of Work. Parties should address the approach of the assignment of personal resources and contractor performance in accordance with FAR 52.219-14. Refer to the attached Statement of Work (SOW). The estimated annual labor requirements are as follows: Labor Category - Potential Annual Man Hours Jr. Computer Scientist - 1,800 Computer Scientist - 1,800 Sr. Computer Scientist - 3,600 Engineering Technician - 1,800 Jr. Engineer - 3,600 Engineer - 5,260 Senior Engineer - 12,400 Jr. Program Analyst - 990 Program Analyst - 992 Sr. Program Analyst - 1,000 Program Manager - 1,400 In order to determine the availability and technical capabilities of small business, the Government will assess the contractor's demonstrated availability and approach to perform the task outlined in the SOW noted above. The period of performance may commence from 26 September 2012 until 25 September 2015. The solicitation is projected to be released in January 2012. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 with a size standard of $27M.The Product Service Code (PSC) is R425. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the services listed in this technical description. All responses must include the following information: company name, company address, company business size, company small business categories associated with NAICS code, and point of contact (POC) name, phone number, fax number, and email address. Capability statement packages are due by 19 August 2011. This is not a follow-on contract; therefore, there is no incumbent contractor on this effort. This requirement will be competed outside of Seaport-e. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award and payment from any DOD activity.
