Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. ********NOTE: Attendance at the site visit is strongly encouraged. See below details************* DESCRIPTION: This project involves the furnishing of all labor, supervision, equipment, transportation, and materials for constructing a utility trench and placing water utilities within the trench to service a fire station on the Scott River Ranger District, Klamath National Forest in Callahan, CA. The purpose of this project is to replace a section of 4" steel water line with an HDPE water line serving the USFS Callahan Guard Station. This section of line runs along the edge of a paved county road through the town of Callahan and across private property. The new line shalll connect to existing new PVC water line that continues to the Station at one end and an old existing steel line that connects to the water storage tank at the other end. A large portion of the new line is in very close proximity to a new PVC water line serving the town. Extreme care must be used to avoid damage to this line and to adjacent private property. Work under this contract consists of the following: Excavating a utility trench; installing new HDPE water line; backfill and compaction, installing buried marking tape; and patching the road pavement to county specifications contained in an encroachment permit to be provided in the solicitation. PROJECT LOCATION: The project site is located on the Scott River Ranger District, Klamath National Forest. Project location is located approximately 40 miles south of Yreka, California in the town of Callahan. The project lies within Siskiyou County. From Yreka proceed south via State Highway 3 approximately 40 miles to the town of Callahan. Turn right onto South Fork Road and proceed approximately ¼ mile to the beginning of project. PRICE RANGE: The price range for this project is between $25,000 and $100,000. CONTRACT TIME: Estimated start work date: October 1, 2011 with a contract time of 30 days from the effective date of the Notice to Proceed. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is scheduled August 18, 2011 at 2:00pm local time at Callahan Guard Station located on Hwy 3 in Callahan, CA. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 237990, with a size standard of $33.5 million average annual receipts. SOLICIATION DOCUMENTS: The solicitation will issued as a Request for Quote requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about August 19, 2011. RESPONSE TIME: Request for Quote will be accepted at Northern California Acquisition Service Area, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:00 p.m. Pacific Daylight Time on September 2, 2011. Facsimile and emailed quotes will also be accepted on this date and time. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA).
