- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement of a Service Contract w/ the following CLINS: Weibel and Hawk Radar System Test Support W911S6-10-T-0064 CLIN -0001 Radar System Test Support, Firm Fixed Price, Radar system support shall provide situational awareness to the Extended Range Multi-Purpose Platform (ERMP) testing team at the Desert Test Control Center (DTCC) for the support of a government test program. SCOPE OF WORK 1.Description of Requirement: The requirement proposes to provide real time radar tracking of all aircraft and missile activity during the testing of missiles during the Extended Range Multi-Purpose Platform (ERMP) tests. The requirement proposes use of DopplerTech, Inc. hardware and software which tracks moving ground targets, and integrates that information with the Hawk Radar, and the Weibel radar systems to display real-time Time Space Position Information (TSPI). This display tracks and records data from all ground targets, Unmanned Ariel Vehicles (UAV), and fired missiles within the terrain of the testing area. The contractor shall provide radar operations and maintenance necessary to support the test, which includes remote control of the radar systems. The contractor shall provide a bore-sight camera system, and at least 1 high-speed camera system. After the test is complete, the contractor shall provide post processed TSPI data to Dugway Proving Ground (DPG) for all radar targets. 1.1The duration of the test shall be from August 22, 2011 through October 6, 2011 however the period of performance may need to be extended in the event of any Government delay. Any cost due to government delay shall be negotiated with the contracting office and any extension shall be authorized by the contracting officer before additional work is performed. 2. This section lists the test equipment for duration of contract. 2.1Equipment Provided by Contractor a.Instrumentation vans at each Hawk radar location (2) b.Radar data recording system (2) c.Radar control system (2) d.Hawk radar interface card (board with FPGA and code to interface with Hawk radars via computer to provide a 10mb Ethernet interface for control and data collection) (2) e.Bore-sight and high speed camera systems (2) f.400 Hz generators for powering the Hawk radars (2) g.All necessary interconnect cabling h."ROCON" (DopplerTech) software for coordinate turn and reporting of Hawk radar TSPI data to the fiber net for display in the DMAP program at the DDTC i.Operational support of the DPG Weibel radar for tracking the Hellfire missile (requires remote control) j."ROCON" software for coordinate turn and reporting of Weibel radar TSPI data to the fiber net for display in the DMAP program at the DDTC k.Wireless LAN for transport of data and remote control of the Weibel radar 2.2Equipment Provided by Government a.2 Hawk radar's b.Fueling of the 400Hz generators c.Communications (Handheld radios) d.Grading of road to facilitate transport of instrumentation van and radar to top of Sapphire 3.Deliverables a.Calibration and alignment of 2 Hawk and 1 Weibel Government owned radars. b.Real-time (situational awareness), and post processed TSPI data for the: Ground Target, UAV, and Hellfire Missile on all required firing missions c.Videos from radar mounted cameras of the ERMP testing d.Real-time TSPI data of UAV during required non-firing missions digital mapping output Note: Calibration, Alignment, and repairs of the radars would only be "as required" for the support of and during the period of performance of the ERMP testing.
