- NASA/KSC has a requirement for EMS Enterprise Server Licenses and Training.NASA/KSC intends to purchase the items and training from Dean Evans and Associates.Pursuant to FAR 13.106-1(b)(1),the circumstances of the contract action deem only onesource reasonably available. Dean Evans and Associates EMS Enterprise scheduling softwarecontains all the functionality as describe by the requirements. This product has therobustness to support future operations and other departments in LCS concurrently. EMSEnterprise does not require software developers for customization. This aspect willreduce the long term cost of the product as the LCS set scheduling process matures.Metrics can be defined by the built in query editor, which will allow future metrics tobe employed without major cost.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to christopher.zuber@nasa.gov not later than 4:30 p.m. local time onAugust 20th, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
