- THIS POSTING IS BEST VIEWED AT HTTPS://FAACO.FAA.GOV, KEYWORD: MOD KIT The Federal Aviation Administration, Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK, is re-establishing its Qualified Vendors List (QVL) used for FAA procurements for the manufacture of modification kits. These modification kits are used primarily in navigational aids, communications, radar, weather, and environmental areas in support of the National Airspace System (NAS) equipment to improve the safety and system/equipment reliability and supportability. To be considered for inclusion on the QVL, the following minimum qualification requirements of this initial Screening Information Request (SIR) must be met. Existing QVL vendors must respond to this announcement to indicate interest in remaining on the QVL. (A) The QVL is 100% set-aside for small business concerns. The FAA Acquisition Management System (AMS) defines a small business as, "...independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the North American Industry Classification System (NAICS) standards in this Screening Information Request (SIR) at the time of submission of offer" For this procurement, vendors must be classified as a small business under NAICS code 334511 (750 employees). Vendors shall complete and submit the Business Declaration Form (Attachment 1) with required documentation. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) at time of submittal. Special consideration may be given to SBA-certified Socially and Economically Disadvantaged Businesses (8A) and service-disabled veteran-owned small businesses (SDVOSB) for participation in the QVL. (B) Vendors must have a manufacturing facility located within a 150-mile radius of the MMAC (6500 S. MacArthur Blvd., Oklahoma City, OK) at time of the submittal. The address of the manufacturing facility shall be provided at time of submission of documentation. This requirement is for the purpose of providing technical guidance, monitoring manufacturing processes, witnessing factory tests, monitoring packaging procedures, and identifying potential problem areas in a timely manner. (C) Vendors must provide evidence of their capability to meet the following six criteria: Factor 1: Manufacturing: Perform mod kit manufacturing /fabrication tasks. Minimum acceptability is demonstrated when the vendor can manufacture/fabricate wiring harnesses, multi-layer circuit board component mounting to include surface mount technology, parts assembly, and soldering. Factor 2: Testing: Perform mod kit testing. Minimum acceptability is demonstrated when the vendor has test equipment and personnel to operate such equipment to include power and signal generators, and voltage, power, amperage, resistance, and frequency meters. Factor 3: Packaging and Labeling: Perform mod kit packaging and labeling tasks in conformance with applicable standards, such as ASTM-D-3951, ASTM-D-4169 and MIL-STD-129. Minimum acceptability is demonstrated when the vendor has equipment and personnel to perform packaging and labeling requirements per ASTM-D-3951, ASTM-D-4169 and MIL-STD-129. Factor 4: Quality Control: Vendor has an established quality control program consistent with FAA-STD-013D. Minimum acceptability is demonstrated when a compliant quality control program is present. Factor 5: Logistics and Inventory: Perform mod kit logistics and inventory processes. Minimum acceptability is demonstrated when the vendor has secure, temperature-controlled space to ship, receive, store and assemble mod kit parts and supplies and has a record keeping system to track the purchasing, receiving, storage and parts control functions. Factor 6: Software and Firmware: Perform mod kit software/firmware functions. Minimum acceptability is demonstrated when the vendor can perform programming of source code and burning of Erasable Programmable Read-Only Memory (EPROMS) and firmware. ALL DOCUMENTATION IS LIMITED TO A MAXIMUM TOTAL OF FIFTEEN PAGES FOR ALL SIX CRITERIA. The Business Declaration Form is not included in the page limit requirement. The information submitted should be complete, concise, and relevant to the requirements of the SIR. Each page should be identified with the applicable tab number, page number and total number of pages. All pages should be marked "Procurement Sensitive" in the footer. ALL SUBMISSIONS SHOULD BE CONSECUTIVELY ARRANGED IN THREE-RING, LOOSE-LEAF BINDERS. FIVE (5) COPIES OF THE REQUIRED DOCUMENTATION SHALL BE SUBMITTED. To receive consideration, all documentation required in the previous paragraphs, as well as the Business Declaration Form, must be received by the FAA, Customer Service Desk (AMQ-100), 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 2:00 p.m. CST, September 9, 2011. Submittals shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: AJW QVL 2011, Attn: Connie Houpt; due 2:00 p.m. CST, September 9, 2011. ELECTRONIC SUBMITTALS ARE NOT AUTHORIZED. All deliveries; e.g. hand-delivery, overnight, etc., will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. 10:00 a.m. delivery to the MMAC Screening Facility does not guarantee 2:00 p.m. delivery to the AMQ Customer Service Desk. Any responses received after 2:00 p.m. CST, September 9, 2011, may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential vendors should note that the FAA reserves the right to communicate with one or more vendors at any time during the SIR process. The FAA reserves the right to limit the number of vendors selected for the QVL. Data submitted that is found to be false will result in permanent removal from consideration for this QVL. The Contracting Officer will dispose of incomplete packages without further action unless an inadequate number of responses are received. The FAA reserves the right to conduct an on-site survey with companies interested in this requirement. All vendors being considered for inclusion on the QVL must meet the criteria for determination of responsibility as defined in the FAA's Acquisition Management System. To be determined responsible, a prospective contractor must:(1) Have or be able to obtain adequate financial resources to perform a contract;(2) Have the ability to meet any required or proposed delivery schedules;(3) Have a satisfactory performance history;(4) Have a record of integrity and proper business ethics;(5) Have appropriate accounting and operational controls that may include, but are not limited to:(a) Production control;(b) Property control systems;(c) Quality assurance programs; and(d) Appropriate safety programs; and(6) Be qualified and eligible to receive an award under applicable laws or regulations.The FAA reserves the right to request business and financial references to aid in the determination of responsibility.Re-establishment of the QVL will be a unilateral decision of the FAA and will be reviewed annually. The FAA reserves the right to include additional vendors on the QVL. The decision to remove a vendor from this QVL will be based on performance and the ability to be competitive. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
