Description
Solicitation for a Personal Services Contractor to serve as Contracting Officer at USAID/Tanzania. The Senior Acquisition and Assistance Specialist is the primary Contracting Officer and Team Leader of the USAID/Tanzania Contracting Office. The Specialist is a crucial player for assisting the USAID, and in particular the PEPFAR Team, with its integrated work involving acquisition and assistance activities of USAID/Tanzania. S/he will be readily able to apply her/his comprehensive infrastructure procurement and contracting background, as well as comprehensive US Government contracting experience (either directly or via private industry experience performing US Government contracts at the prime and/or subcontract level) to a full range of A&A challenges. Ideally, the Senior Specialist will have US Government warranted Contracting Officer experience as well. S/he will do this by applying high-level A&A knowledge, skills and abilities while working as independently as possible on activity design and implementation related A&A assignments. Responsibilities involve a wide range of A&A actions, including a preponderance of complex actions, e.g., term, award fee or completion cost type contracts, task orders, international and interagency agreements, grants and cooperative agreements. Individual actions will primarily be unique and multifaceted. USAID/Tanzania has a varied and complex country program having multi-tens or hundreds of million dollar A&A actions, very complex multi-sector programs with numerous projects, high funding levels and significant infrastructure work. Besides being able to apply professional procurement skills through all manner of A&A instruments, incumbent will be expected to fulfill a leadership role for USAID employees, plus deal with multiple US and host government entities, not to mention the complications of cross cultural business dealings. Knowledge about and/or experience in project management as well as with the principles of business economics is required. Additionally, the potential candidate should be warrantable.
