Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Warfighter Protection and Aerial Delivery Directorate (WARPAD), intends to award a firm fixed price purchase order on a sole source basis to: Readyone Industries, Inc., El Paso, TX 79936. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Ready One Industries is the mandatory NISH set-aside manufacturer of the M&D contract for PCU. Additional prototypes of this garment are going to be produced which incorporate material and design changes requested by the SOF Operators following the initial round of evaluations; Because Ready One is the mandatory manufacturer on this M&D contract. They are the required source for the required test articles. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Ready One Industries is the NISH mandatory set-aside M&D manufacturer PCU and has produced all required prototypes on the initial contract. In doing this they have demonstrated their ability to manufacture quality clothing items that meet the SOF Operators needs. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not completed because the items being purchased utilize a mandatory set-aside manufacturer under a NISH M&D contract. 4. Any other facts supporting the use of other than full and open competition: These prototypes are being manufactured to support PCU Planned Product Improvement. These prototypes will be tested and evaluated for possible incorporation into the PCU system. Information from this testing will be used to determine the need for material and design changes in the PCU system which will provide the SOF Operator with greater protection and survivability in extreme cold operating environments. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
