- Solicitation Number:A11PS001138Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to The Harvard Project/Native Nations Institute (NNI), housed at the University of Arizona's Udall Center for Studies in Public Policy in Tucson, Arizona. This purchase is for training to assist Native Nations in strengthening tribal sovereignty and improving social and economic conditions on their lands by accelerating capacity for self-determined social and economic development. The Harvard Project/Native Nations Institute has considerable experience in offering such programs and has an abundance of knowledge and expertise in working with Native Americans. The contemplated award will be approximately $232,000. Statement of WorkAssisting Native Nations in Strengthening Tribal Sovereignty and Improving Social and Economic Conditions1. Introduction. Tribal reservations are some of the most isolated and economically depressed areas of the country. Reservations are plagued with high unemployment, limited educational opportunities, poor infrastructure, and high rates of crime and substance abuse. The overall goal is to increase business development on Indian lands in order to assist economically distressed communities. The Office of Indian Energy and Economic Development (IEED) has an agenda that includes assisting Native Americans to create an ownership society in which wealth is created, retained, and reinvested in the local economies to provide self-sufficiency and sustainable revenue streams. To assist in this endeavor, IEED will be developing a partnership with an academic institution of higher learning to assist Indian tribes and individual tribal members to develop and foster conditions under which sustained, self-determined social and economic development is achieved among American Indian nations. The institution will bring world-class research and teaching to bear on the challenges of contemporary Native Nations and leaders for the purpose of enhancing the ability of officials and others to advance the well-being of those Native Nations through sound management, government and policy. 2. Proposed Technical Work. The academic institution will build the capacity of current and future Native leaders and nations to strengthen governments so they may achieve a better quality of life and economic sustainability by assessing the current capacity of seven selected tribes and by meeting the following objectives:a. Enhancing the capacity of seven selected Native Nations and their leadership through delivering an executive education seminar on "Nation Building: Leadership, Governance & Economic Policy," to selected tribes and providing ten (10) short course enrollments in the Rebuilding Native Nations Distance Learning Course to each of the seven selected nations to be served under this contract. b. Assisting indentified Native Nations in conducting an assessment of their government by facilitating a governance analysis for Native Nations forum. c. Assisting identified Native Nations in strengthening their tribal governments by delivering customized follow-up services.The current status and need of each of the identified seven nations requires varied approaches. Those nations who have had little exposure to Nation Building (stage 1) will be targeted for an executive education seminar to introduce and create awareness of how one might rebuild their nation as well as to obtain buy-in from a cross-section of the tribal government and its citizens. Those at stage two will be targeted to receive a Governance Analysis for Native Nations (GANN) assessment of their government while those at stage three will be consulted to determine what services might best meet their needs. This notice of intent is not a request for competitive proposals, however, all responses received within 10 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to Native Nations Institute (The University of Arizona).
