- The U.S. Army Contracting Command - Picatinny on behalf of the Project Managerfor Close Combat Systems (PM CCS), is seeking potential sources with the capability to provide program management support, information technology support, and administrative support for the entire range of PM CCS products. The capabilities sought include, but are not limited to: Program Management Support (NAICS 541614, 541690) - Strategic planning, analysis, technology integration, program management services, and the development of tools to manage resources in all aspects of their operations. Material Release process to include preparation of documentation and conduct of supporting analyses. Production planning/analysis and support. Ammunition management to compile, organize, analyze, and report in multiple required formats for multiple purposes, data which include Insensitive Munitions compliance; War Reserve and Annual Training Requirements; production planning and scheduling; inventory status, age, quality & location; Industrial Base and Producibility Assessment; environmental; and demilitarization needs of the PMO programs. Preparation and review of program management documentation for Milestone and IPR reviews, examples of which follow: Configuration Management Plan, Baseline Cost Estimates, Life Cycle Cost Estimates, Acquisition Plans, Risk Assessments, System Training Plans. Information Technology Support (NAICS 541513) - Comprehensive support for desktop PCs, IT peripherals including installing, configuring, upgrading, and troubleshooting (Blackberry wireless devices, printers, copiers, fax, scanner, etc.). Assisting employees to resolve questions regarding use of hardware and software. Ensuring reliable hardware functionality. Providing connectivity support to the Network. Providing multimedia hardware and software support of PM conference rooms. Providing IT business administration support: research, analysis, planning, capital investment recommendations, asset inventory and allocation, information assurance, compliance, and advisory assistance. Performing duties as PM CCS SIPRNet system support administrator. Custom Computer Programming Services (NAICS 541511) - Custom computer programming services for PM CCS website and Portfolio Management Dashboard and related elements. Administrative Support (NAICS 561110) - General administrative support for functions related to PM CCS programs, employees, staffing, audits and associated acquisitions. Supporting the government by refining internal business procedures. Calendar maintenance, meetings, messages, travel orders, and other administrative information as needed to support program management and personnel. Information support to include preparation, consolidation and formatting of internal forms and reports as well as transfer and entry of program information into and between government computer based systems and databases. The capabilities requested cover a broad range of expertise that may or may not be available from one source. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas. In addition to the information requested below, all responding sources shall provide a summary of their company's capabilities including the organizations: name/address/point of contact identification, and business size and any socio-economic considerations under NAICS codes 541514, 541690, 541513, 541511, and 561110. Interested respondents should include the following information. 1.Briefly describe any experience providing support to the entire family of PM CCS products in the following lines: Mines, Networked Munitions, Demolitions, Grenades, Non-Lethal Systems, Non-Lethal Ammunition, IED-Defeat systems, Pyrotechnics, Shoulder-Launched Munitions, Special Projects, Countermine systems, Explosive Ordnance Disposal, and K9 Equipment. 2.Describe your companys core expertise, capabilities, and capacity relative to any of the following areas. a.Software (facilities, language types, manpower, software tool, etc.) b.Services (program management, IT, administrative) c.Safety and environmental (safety, pollution prevention, remediation,hazardous materials) 3.Describe the level of expert knowledge (provide resumes) your labor force possess, specific to the family of PM CCS products.4.Describe your firms ability (in-house or sub-contracted) to provide program management support, IT support, and administrative support. 5.Respondents must possess a valid Secret Security Clearance issued by the United States Government.6.Past Performance on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature. This sources sought notice is for information and planning purposes only, and should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any information provided will not be returned. If a formal solicitation is generated at a later date, a separate solicitation notice will be published.
