- Solicitation Number: INSPECTION, TESTING, AND MAINTENANCE OF INSTALLED FIRE SUPPRESSION SYSTEMS (LANGLEY AFB, VA) Notice Type: Sources Sought Synopsis: THIS IS A SOURCES SOUGHT NOTICE ONLY NOT A REQUEST FOR PROPOSAL (RFP). The 633d Contracting Squadron, Langley AFB, Virginia is seeking the interest of potential and eligible 8(a) small business contractors for INSPECTION, TESTING, AND MAINTENANCE OF INSTALLED FIRE SUPPERSSION SYSTEMS. Services include but are not limited to providing all management, tools, supplies, and equipment and labor necessary to inspect, test, and maintain Pre Engineered Fixed Pipe fire suppressions systems located on Langley Air Force Base (AFB), VA. The work includes inspection of Pre Engineered Fixed Pipe fire extinguishing and automatic fire alarm systems IAW applicable NFPA Standards and manufacturer’s instructions. At least semiannually, all sylstems will be thoroughly inspected, tested, and documented for proper operation by trained competent personnel provide by the contractor. The Fire Suppression system in Facilities 888 & 889 is the latest configuration. It's a mechanically actuated system based off pneumatics. The fire panel and brains of the system is the Pytronics System 3 panel. There are a total of 5 pull stations inside and outside of the hush house. Each station consists of an activation button, an abort button, and a pressurized nitrogen cylinder. When the activation button is pressed within the station, the nitrogen cylinder is punctured and the pressurized gas travels to the valves sitting on each individual Halon bottle (before reaching the bottle, the gas travels though relief valves, and pressure switches).The head on the valve is then moved downward by the pressurized gas, piercing the bottle and dispensing the Halon. It should be noted that once each pull station is activated, the nitrogen cylinder is spent and must be replaced (NSN 4210-00-888-3323). Each station must be checked, and some more than one time (once for the overall check, once for the abort check, and once as a battery backup check). Replacement of the nitrogen cylinders is a part of the 180 day inspection. The bottles themselves are 340 lb Halon bottles manufactured by Ansul. The bottles are to be weighed individually in order to determine the amount of Halon in the bottle, and if not already equipped, heat strips are to be added for checking the Halon level with a heat gun. Also, the transmitter should be checked to verify that the alarm reaches the base fire department. See attachment for 180 Day Inspection Procedures for the Halon Pneumatic Fire Suppression System. The contractor will perform recurring preventive maintenance on installed Pre-Engineered fire suppression system s IAW applicable NFPA Standards and manufacturer's instructions. The contractor will implement a planned preventive maintenance program to help prevent and correct deficiencies with installed fire extinguishing and automatic fire alarm system components, thus minimizing breakdowns and service interruptions, extending component life, and maximizing operating efficiency. The contractor will notify the QAP, Langley AFB fire department and facility occupants before proceeding with any preventive maintenance on installed fire suppression systems. At the conclusion of preventive maintenance, those previously notified shall be further notified that the maintenance work is completed. The contractor will perform corrective maintenance on Pre-Engineered installed fire suppression systems, IAW applicable NFPA Standards and manufacturer's instructions, to return a system or component to full operating condition. The contractor will notify Langley AFB fire department, and facility occupants before proceeding with any corrective maintenance on installed fire suppression systems. At the conclusion of the corrective maintenance, those previously notified shall be further notified that the maintenance work is completed. The contractor will recharge and return to full service all installed fire suppression systems after use or as indicated by an inspection, functional test, or maintenance work. The contractor will provide emergency services within 23 hours to repair a fire suppression system as determined by the government. For purposes of this specification, an emergency situation is any condition that requires immediate action to eliminate life or serious injury hazards to personnel, prevent loss or damage to government property, or restore essential services. It is anticipated that this service will be required 1-2 times per year. This is a Sources Sought announcement; a market survey for written information only. The purpose of this sources sought is to find interested FIRE SUPRESSION 8(a) small businesses to support the Langley AFB, VA installation. The North American Industry Classification System (NAICS) associated with the aforementioned requirement is 922160 or open for suggestions. All responses are requested to indicatge if they are a 8(a) small business. Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for potential award (www.ccr.gov). PLEASE NOTE: This information is for market research not a Request for Proposal, or solicitation or an indciation that the government will contract for this requirement. No funds have been dedicated to this effort at this time. This office will also use the information to develop a list of interested subcontractors. Unless otherwise notified in writing by the submitter, the Government will consider all information received in response to this Request for Information as non-proprietary.
