Description
This is a modification to a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation System (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation is issued as a sole source RFP under solicitation number W58RGZ-11-P-0203. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 effective 12 June 2008 and Defense Federal Acquisition Regulation Supplement (DFARS) Document Change Notice (DCN) current to 20080513. This procurement is being conducted pursuant to Federal Acquisition Regulation (FAR) 6.302-1 for other than full and open competition to VT Miltope, 3800 Richard Road South, Hope Hull, AL 36043. The associated North American Industrial Classification Systems (NAICS) code for this procurement is 334111 with an associated small business size standard of 500. New equipment ONLY, NO remanufactured products, and no "grey market". Offerors must be registered in Central Contractor Registration (CCR). Only qualified offerors may submit quotes. This acquisition is firm-fixed-price. This requirement is to procure Seven (7) Miltope TSC V3-GM45 2.53 GHz 1280GB computer systems to include: (AMPS Mission Planning Configuration, Intel Centrino 2 Processor Technology 1066 MHz Front Side Bus, Intel Core 2 Duo Processor-2.53 GHz w/6 MB Cache, 4 GB RAM DDR3, 512 MB GDDR3 VRAM Dedicated ATI E4690, Two (2) removable PDC form factor 640 GB rotating hard drive with heaters, DVD+RW/CD RW, 15.4" Active matrix. Sunlight readable display (WSXGA+) 1680 x 1050 resolution, Internal interfaces: One (1) RS 232/485, four (4) USB 2.0, SVGA, Display Port, Expresscard 54, Smart Card reader, 10/100/1000 Ethernet, audio (3) with ports out the back of the unit, Two (2) type II PCMCIA card slots with strain relief, Two (2) DR36 Form Facto Lilon 7800 MAH rechargeable batteries, Rugged Ext AC power adapter/battery charger with AC line cord, 40' NATO power cable, Esata external interface cable, European power adapter, Ethernet and Modem cables in storage pouch, Hard carry case, Drivers Recovery CD ROM (Window OS), Quick start guide) to support Aviation mission Planning System (AMPS) development. REQUIREMENT DESCRIPTION: 1.0 PURPOSE: The AMPS is a mission planning and battlefield synchronization tool that automates aviation mission planning tasks and generates critical mission data for use by aircrews in support of combat operations. The authority permitting other than full and open competition is U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 entitled "Only One or a Limited Number of Responsible Sources and No Other Type of supplies or services will satisfy agency requirements." The proposed acquisition requires the use of the authority cited based on the following: a.) The Miltope TSC V3-GM45 computer system is manufactured and available only from the proposed contractor, VT Miltope, Cage Code 54418. They are the only source capable of providing the capabilities, as VT Miltope is the developer of the Miltope TSC V3-GM45 computer system. VT Miltope has proprietary rights on the Miltope TSC V3-GM45 design, functions and critical operational capabilities. The proposed contractor possesses the only existing database, proprietary software source code, special tools, equipment and facilities capable of fulfilling this requirement. VT Miltope's unique position comes from being the designer, developer and sole producer of the AMPS PCU. b.) The Government does not possess the technical data required by other contractors, or the Government, to manufacture the AMPS PCU. c.) VT Miltope maintains the exclusive engineering expertise, design and configuration data, proven production capability and experience and the test and qualification data associated with the AMPS PCU. No other manufacturer has the design information or technical data required to procure the system. As the developer and sole manufacturer of the AMPS PCU, they are the only contractor capable of producing the required product. d.) The computers being purchased are not available on the Computer Hardware Enterprise Software and Solutions (CHESS) consolidated buy list. An analysis was conducted on candidate systems and no other candidate met all of the requirements. Based on the above rationale, the determination has been made that there are no other sources capable of providing the equipment referenced above. The items will be picked up by Government vehicle, with a required delivery date(s) of 3 NOV 2011 and 15 DEC 2011. Packaging will be standard commercial packaging. Inspection, acceptance, and FOB will be Origin. Provisions and clauses applicable to this acquisition are as follows: FAR 52.212-1 Instructions to Offerors - Commercial Items, FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses are: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33), DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, and DFARS 252.232-7003 Electronic Submission of Payment Requests. Proposals shall include a completed copy of the provisions at FAR 52.212-3 Offeror Representation and Certifications-Commercial Items or certification that these have been completed online via Online Representations and Certifications application (ORCA) at http://www.bpn.gov/. The offeror's proposal must be signed, dated and delivered, submitted electronically, or mailed to the following office no later than 4:30 p.m. (Central) on 10 August 2011.
