Description
NASA/MSFC has a requirement for the development of an additional scienceapplication and the implementation of an additional training and capacity buildingworkshop in Mesoamerica.NASA/MSFC intends to purchase the items from The Water Center for the Humid Tropics ofLatin America and the Caribbean (CATHALAC). Competition is impractical for the followingreasons:1. Funding for implementation of SERVIR in developing countries has been provided to NASAfrom the US Agency for International Development (USAID) under a Participating AgencyService Agreement (PASA) and Participating Agency Program Agreement. USAID has approvedthe use of funding to support development of an additional science application andregional training workshop but with the stipulation that all activities are completed byfiscal year end, September 30, 2011. Therefore immediate implementation is necessary inorder to meet this requirement.2. This work is consistent with activities that have previously been performed byCATHALAC for the SERVIR project, and in part a continuation of activities that arealready being implemented by CATHALAC. Therefore, CATHALAC is the only institution withthe background, experience, and staff readily available to implement and complete theseactivities under the imposed time constraint.3. Even with the use of already existing expertise the schedule and work plan must becarefully orchestrated to meet this stringent deadline. NASAs ability to satisfactorilycomplete its obligation to USAID will be seriously compromised if not allowed to continueimplementation of SERVIR-Mesoamerica without delay and prevent an interruption of serviceat CATHALAC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Monday, August 15, 2011. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
