Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Cancer Screening Research Branch (ACSRB), plans to procure on a sole source basis services from Oxford University Press, Inc., 198 Madison Avenue, New York, NY 10016-4314, for production of a supplement entitled "Combining Epidemiology and Economics for Measurement of Cancer Costs" in the Journal of the National Cancer Institute. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 511120 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Control and Population Sciences supports research in the economics of cancer control, cost-effectiveness of cancer control interventions, and estimates and projections of the national burden of cancer. To refine the economics of cancer care research agenda and stimulate further grant applications in this area, a workshop of experts was convened in September 2010. A journal supplement is being developed based on workshop presentations in which scientific leaders discussed prevalence and survival estimation, methods to calculate medical care costs, cost-effectiveness, cost-benefit and decision modeling, and forecasting and uncertainty. The final roundtable discussion summarized the workshop, and engaged attendees in an interactive discussion about future directions, methodological challenges and key questions that could be addressed through extramural research. The journal supplement will present and synthesize this information. The specific goals of the journal supplement are to (1) disseminate results of recent research in this area; (2) encourage additional research; and (3) disseminate information on gaps in current knowledge to inform future research. The supplement will have great relevance to researchers, practitioners, and policy-makers. The contractor shall produce a journal supplement entitled "Combining Epidemiology and Economics for Measurement of Cancer Costs" in the Journal of the National Cancer Institute (JNCI). The contractor shall manage the review of manuscripts, copy edit each of the 12 papers, and publish the supplement. Once published, the Contractor shall distribute the monograph to institutional and individual print subscribers of the journal. An additional 1000 copies will be shipped to the NCI Project Officer. The Contractor shall also produce an online version of the monograph, which will be accessible by institutions and individuals with active online subscriptions to the journal. Oxford University Press is the only known source available to publish supplements to the Journal of the National Cancer Institute. In order to reach the desired purpose of the supplement, it needs to reach the intended audience of cancer researchers, including statisticians, epidemiologists, health services researchers, health policy-makers, and clinicians. Given the broad distribution and variety of subscribers of JNCI and the quality of this journal it was determined that this journal is uniquely qualified to publish this supplement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 22, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
