- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Health Promotion Research Branch (HPRB), plans to procure on a sole source basis services from The University of Illinois at Chicago, Institute for Health Research and Policy, 1747 West Roosevelt Road, Chicago, IL 60608, for review and analysis of the NCI Physical Education Related State Policy Classification System (PERSPCS) and the School Nutrition Environment State Policy Classification System (SNEPCS) Data Analytic Activities. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The NCI Physical Education Related State Policy Classification System (PERSPCS) and the School Nutrition Environment State Policy Classification System (SNEPCS) provide an empirical coding of state level school physical activity and nutrition legislative policies that have been codified into law. The contractor shall review and analyze new items and revisions to existing coding schemes to consider based on changes in states' school related physical education and nutrition laws. The contractor shall provide a data analytic plan and conduct multi-level analyses linking PERSPCS and the SNEPCS data with behavioral and policy-relevant outcomes at the district, school, or individual level from an identified data source. In addition, the contractor shall write one manuscript for submission to a peer-reviewed journal or other appropriate scientific outlet deriving from the research activities listed above. Finally, the contractor shall provide support on NCI-developed web-based tools such as briefing reports for dissemination and use by the public and by the research community. The University of Illinois at Chicago (UIC) is uniquely qualified to perform the requested services. UIC houses the Institute for Health Research and Policy (IHRP) and the Bridging the Gap (BTG) Program - a national research program of the Robert Wood Johnson Foundation. UIC researchers from the IHRP and the BTG program represent a unique set of resources and skills unmatched in other institutions in the United States. Members of IHRP and BTG are nationally recognized experts in the relevant surveillance systems central to this project (e.g., Dun & Bradstreet, Nielsen Homescan, the School Nutrition Dietary Assessment Study and the School Nutrition Environment State Policy Classification System), and have collectively published over 50 articles in peer-reviewed journals using data sourced from these surveillance systems. Members of the IHRP and the BTG program have also developed and continue to maintain their own surveillance system: the State Snack and Soda Tax Data system. Representatives from IHRP and BTG formed the core group that created a paper-based inventory of surveillance systems. The UIC, including IHRP and BTG team members therefore, have detailed knowledge of the surveillance systems to provide scientific expertise on tasks relevant to the PERSPCS and the SNEPCS systems and supporting documentation. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 22, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
