- SP-PP&M-001 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-53 (July 2011), and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is _333911_ and the Small Business Size Standard is _500_. This synopsis/solicitation is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1. It is anticipated that a non-competitive sole source Purchase Order will be awarded as a result of this synopsis/solicitation. It is the Government's belief that only Philadelphia Gear Corp, and/or their authorized distributors possess the necessary technical and engineering data to successfully manufacture these items. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. The requirement is for reduction gear lube oil pumps used aboard 378' WHEC class cutters. The USCG Surface Forces Logistics Center has a requirement to procure the following items. Offers may be submitted via email and must include the following information: (1) 4320-01-073-9385, Pump, Rotary, Part Number 46123R253, Qty 01 Each. Descriptive Data: This item is the mechanical (pump) side of the electrically driven reduction gear lube oil pumps installed aboard the 378' WHEC's. Used on reduction gear models 46123R451 and 46123R100. 3,580 RPM, Capacity 310 GPM, 50 PSI. (2) 4320-01-132-7140, Pump, Rotary, Part Number 46123R251RH, Qty 01 Each. Descriptive Data: This item is the clockwise (RH) gear driven lube oil pump used on starboard reduction gear models 46123R451 and 46123R100 aboard the 378' WHEC's. 3,580 RPM, Capacity 310 GPM, 50 PSI. (3) 4320-01-132-7141, Pump, Rotary, Part Number 46123R252LH, Qty 01 Each. Descriptive Data: This item is the counter-clockwise (LH) gear driven lube oil pump used on port reduction gear models 46123R451 and 46123R100 installed aboard the 378' WHEC's. 3,580 RPM, Capacity 310 GPM, 50 PSI. Government Furnished Material: NSN: 4320-01-127-6809 Part Number: 46123D265 Description: Pumping Element Qty: 2 EA NSN: 5330-01-161-6929 Part Number: 46123C284 Description: Seal, Valve Sleeve Qty: 1 EA NSN: 3040-01-150-0408 Part Number: 46123E272 Description: Drive Shaft Qty: 2 EA NSN: 4320-01-491-6641 Part Number: 46123R254 Description: Housing Qty: 1 EA **As part of this purchase, the following shall be monitored by a Government Quality Assurance (QA) Representative: (a) Visual inspection of item and coating system (light machinery gray); (b) Witness preservation, packaging, packing, and marking of item and shipping container/crate. ** In addition to SP-PP&M-001, Rev D, Dated 10/00, item shall be packaged in a protective envelope using water-vapor-proof, grease-proof, flexible heat sealable barrier paper IAW MIL-PRF-131 Class 3. All open ports shall be sealed using waterproof caps or covers to prevent the intrusion of moisture and other contaminants. The contractor shall place four to five ounces of desiccant in packs conforming to MIL-D-3464 Type 1 inside the envelope to absorb moisture during storage. At a minimum each item shall be individually packed in its own wooden box constructed of ¾" plywood, totally enclosed, with internal or external bracing. Contractor shall only use "wood or deck type" screws in construction of shipping crate/container. Wooden blocking and thru bolting of the pump to the crate's base/bottom shall be incorporated to prevent item from movement during multiple shipments. Note: No Drawings, Specifications or schematics are available from this agency. That information is proprietary to Philadelphia Gear and the Coast Guard is unable to supply any information other than part name and part number. **Quality Assurance Inspection at the Manufacturing plant by USCG Surface Forces Logistics Center Personnel in accordance with attached QA specification will be required for this acquisition. Please notate the location of the manufacturing plant in your quotation. ** Requested Delivery Date: 07/15/2012 Acceptance shall take place at Destination after verification of preservation, packaging, and marking requirements and confirmation of no damage during transit. (End of clause) NOTICE FOR FILING AGENCY PROTESTS - United States Coast Guard Ombudsman Program It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather filing a protest with the GAO or some external forum. Interested Parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. INFORMAL FORUM WITH THE OMBUDSMAN. Interested parties who believe that a Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting officer, and solicitation closing date (if applicable). FORMAL AGENCY PROTEST WITH THE OMBUDSMAN: Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protests to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
