- Description
- The purpose of this notice is to publish the intent of a sole source award to Systematics. The United States Agency for International Development (USAID) intends to award a sole source contract to Systematics to migrate the Geographic and Management Information System (Geo-MIS) from old ArcIMIS technology into the new technology (ArcGIS Server). Since the proposed upgrade requires deep understanding of the existing Geo-MIS system that has been developed by Systematics over the last ten years, USAID intends to pursue sole source procurement with the GIS firm that developed the system. Over the last 10 years, the Geo-MIS system has been used by the USAID West Bank and Gaza Mission as a monitoring, oversight and reporting tool; helping the mission monitor its activities by knowing who is doing what and where, tracking achievements per governorate, sector, and program; providing first-hand information to the American employees who in many cases are restricted in their ability to do site visits due to security reasons. In addition, the system serves as a source of information for the Mission ad hoc reporting, for regular/ annual reporting as well as a source for public outreach and information dissemination to the Palestinian Authority clients and key players as well as to U.S. stakeholders. Currently the system hosts more than 15,000 USAID funded projects for all USAID investment in West Bank and Gaza strip for the last 10 years; however, since the Arc/MIS technology is phasing out it has to be migrated to the new technology. The migration process will upgrade the system to enhance the accuracy of the reported data as well as its utilization by requiring the Contracting Officer Technical Representative's validation and certification, enhancing system capabilities through the provision of customized reports that will serve specific Mission reporting needs, as well as enhancing the menu and layout structure to become more user- friendly. The period of performance is for 12 months, beginning September 30, 2011 through September 30, 2012. This is an announcement of USAID's intent to issue an order to Systematics for the Geo-MIS upgrade; USAID will not issue a solicitation. Any other sources capable of providing this upgrade that will perform all services currently received by Systematics as prescribed above are invited to demonstrate capability by submitting capability statements and other documents and pricing that demonstrate capability and/cost savings to provide the above services to myounis@usaid.gov no later than August 22, 2011.
