- SOLICITATION The U.S. Department of Commerce, National Marine Fisheries Services in St. Petersburg, FL is intends to award a Purchase Order for Testing the External Validity of Social Indicators in the Southeastern Coastal Communities. A national workshop held at the SEFSC in May 2010 highlighted the importance of achieving national agreement on the meaning of community vulnerability and resilience as they pertain to a larger model for conducting social impact assessment (Pollnac et al.. As a result a thorough review of the literature is underway which has guided the selection and analysis of variables. Community level indices of commercial, recreational, and social fishing dependence are being developed and evaluated in conjunction with resilience and vulnerability indices on community social and economic disruption, the ecosystem and the natural environment. These variables are being assembled into individual indices which are then factor analyzed to ensure reliability and validity. Coastal communities will then be ranked on individual indices to place them into a context for assessing their well-being. These initial steps are developing the quantitative measures of vulnerability and resilience. A critical step to establish the overall reliability of the quantitative methodology and indices developed with FY ‘10 is to establish the external validity of the quantitative constructs i.e., ensure that constructs are grounded firmly in the real world. Therefore the government proposes to conduct in-depth ethnographic analysis of ten communities, in the five Gulf States. Community clusters will be selected using a taxonomy of fishing communities based on multivariate criteria. The community groundtruthing process will involve observation, key informant interviewing, and archival research (Jacob et al (2010). Results of this study will inform the governments understanding of socio-cultural impacts, if any, emanating from fisheries management Results will be used in the preparation of social impact assessments and more broadly in the analysis of cumulative impacts. The Contractor shall provide professional, administrative, or technical services in support of initiatives and assigned missions. The work effort is to provide the support required to achieve the desired degree of responsiveness essential to accommodate workload demands. Specific work shall include, but not be limited to the following: A. Develop protocol B. In-depth secondary data and ethnographic review of resilience and vulnerability in 8 communities in AL,MS,LA & TX. C. Develop further indices D. Analyze external validity of regional statistical analysis E. A peer-reviewed article The contractor will collaborate with SERO staff in writing an article describing the research to be submitted to a peer reviewed journal.
