- STATEMENT OF WORK (SOW) FOR TELEVISION SERVICE AT DMA-FORT MEADE 1. BACKGROUND: The Defense Media Activity is the Department of Defense organization for creation and consolidation of media products produced and marketed throughout DoD and the commercial communications industry. In telling the DoD story, it is critical the organization be kept abreast of current events and political decisions which may impact America's Armed Forces. The DMA and its locally originated The Pentagon Channel (TPC) need to monitor real time news feeds from around the world and The Pentagon Channel programming for confidence monitoring. The best means for accomplishing this task is to receive digital television services from a commercial provider at Defense Media Activity, 6700 Taylor Ave. FT. Meade, MD, 20755. 2. OBJECTIVES: DMA requires a commercial television service provider to deliver trunked service to the DMA facility, which shall be transported internally by existing DMA infrastructure. No distribution outside of DMA will occur. If a box or decoder is required to decrypt the service on a per-channel basis, digital decoders are to be deli-vered under this contract for Government installation in room EG35. The decoders shall be used to supply pro-gramming to Government Furnished digital television modulators (GFE) for the distribution system (GFE). The television distribution system is designed to deliver the television package channels to 60 work stations/televisions. No attempt is made to restrict or limit a given commercial technology. DMA will consider cable, satellite, optical or IP TV solutions under this proposal. 3. SCOPE: The vendor shall perform a site study to determine feasibility of delivering television to Defense Me-dia Activity, 6700 Taylor Ave. FT. Meade, MD, 20755. For terrestrial services, DMA will provide access to com-mercial communications manhole and conduits currently feeding the facility. For satellite services, DMA will pro-vide roof access and access to conduits feeding room EG35. Vendor shall provide 60 decoders capable of delivering HD digital television to 60 digital QAM modulators for internal distribution. The bundle, or channel lineup offered under this proposal must include the channels listed in Table 1. In addition, there is a strong interest in CNN inter-national, Al-Jazeera and BBC America and BBC World. The digital television package is to be operational 60 days from contract award as directed by the TM/COR, the contractor shall continue performance in emergency or mission essential conditions. 8. PERFORMANCE STANDARDS: 8.1 The delivery method of the digital television data stream shall adhere with the national standard governing that specific technology of the delivery method. The digital television distribution offered shall adhere with the national standard governing that specific technology. 8.2 The digital television data stream shall be available 99% of the time and a 24/7 trouble desk will be provided to receive and resolve trouble calls within an 8 hour period. 9.
